Senators Agree on Immigration Plan That Gives Legal Status to ...

WASHINGTON, D.C. ? A bipartisan group of senators has agreed on a plan to grant legal status to most of the estimated 11 million illegal immigrants in the U.S., which could form the basis for a far-reaching overhaul of immigration laws this year.

The Senate blueprint, drafted during weeks of closed-door meetings by leading senators from each party, will probably set parameters for a contentious legislative battle over the next several months. The eight senators involved intend to release their proposal publicly Monday. A copy was provided to The Times? Washington bureau on Sunday by Senate aides.

The Senate plan is more conservative than President Obama?s proposal, which he plans to unveil Tuesday in a speech in Las Vegas. But its provisions for legalizing millions of undocumented immigrants go further than measures that failed to advance in Congress in previous years ? a reminder of how swiftly the politics of immigration have shifted since Latino voters? strong influence in the November election.

In terms of the number of people who would potentially receive legal status, it would be more than three times larger than the amnesty plan passed under President Reagan in 1986, which legalized about 3 million immigrants.

The senators involved hope to begin committee votes on a bill as soon as March. The timing of their proposal and Obama?s, coupled with that schedule ? quick by Senate standards ? could set up a dynamic in which an eventual bill falls somewhere between the bipartisan plan and the president?s.

Latino activists and other advocates for comprehensive immigration reform have pushed for quick action in the Senate, hoping that a large bipartisan vote for a bill that includes a path to citizenship would put pressure on the House.

Many members of the House Republican majority represent districts where proposals for legalization remain highly unpopular, but many Republicans also worry about the political price if the party takes the blame for killing immigration reform.

The Senate proposal would allow most of those in the country illegally to obtain probationary legal status immediately by paying a fine and back taxes and passing a background check. That would make them eligible to work and live in the U.S. They could earn a green card ? permanent residency ? after the government certifies that the U.S.-Mexican border has become secure, but might face a lengthy process before becoming citizens.

Obama is expected to push for a faster citizenship process that would not be conditional on border security standards being met first. The structure of the citizenship process will probably be among the most hotly debated parts of any immigration plan.

Less-controversial provisions would tighten requirements on employers to check the immigration status of new workers; increase the number of visas for high-skilled jobs; provide green cards automatically to people who earn master?s degrees or PhDs in science, technology or math at U.S. universities; and create an agricultural guest-worker program.

On Sunday, a White House spokesman said the president was ?pleased that progress is being made with bipartisan support.?

?At the same time, he will not be satisfied until there is meaningful reform, and he will continue to urge Congress to act,? Obama spokesman Clark Stevens said.

Sen. Charles E. Schumer (D-N.Y.), who heads the Senate subcommittee that handles immigration legislation, briefed the White House on Sunday, according to a Senate aide who spoke on condition of anonymity because he was not authorized to discuss the matter publicly.

The eight senators scrambled over the weekend to come to an agreement before Obama unveiled his plan, hoping to head off any potential Republican backlash against a White House proposal and show common ground.

At a news conference Sunday in New York, Schumer noted that ?the devil is in the details,? but said that he and the other senators in the group had made good progress.

?I?m impressed with my colleagues on both sides of the aisle over their desire to meet in the middle. We can?t pass it without both Democrats and Republicans,? said Schumer, adding that he and Sen. John McCain (R-Ariz.) had ?developed a little bit of a friendship? during the negotiations.

The group has met in person five times in Washington since the November election, alternating between the Capitol Hill offices of Schumer and McCain. Participants include Democrats Richard J. Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado, and Republicans Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Rubio, a conservative favorite widely seen as a potential contender for the GOP presidential nomination in 2016, was asked to join the Senate group in early December. In their discussions, Rubio focused on strengthening employee-verification provisions and improving border security before the new class of immigrants could be eligible for citizenship, a Senate aide said.

So far, the group has negotiated legislative language on implementing the legalization program and on increasing border security, said a Senate aide familiar with the discussions. The senators will turn their attention next to details on how to increase the flow of legal immigration to reduce the incentive for illegal border crossings, the aide said.

One sticking point could be how the government decides the border is secure ? the determination that would trigger the provisions allowing citizenship.

The senators have proposed a commission of border-state governors, attorneys general and community leaders to monitor border security. But if the government fails to meet the panel?s standard, those granted the new probationary legal status could be living indefinitely as a second class of Americans, allowed to remain in the U.S. but unable to vote, enroll in Medicare or receive federal student loans.

Another issue involves establishing an exit-visa system to track when people leave the country. The proposal calls for exit visas at seaports and airports, but does not specify whether they also would be required at land border crossings, which could be considerably more expensive. A system for tracking when people leave is a priority for the senators, because about 40% of the country?s estimated 11 million illegal immigrants entered with a legal visa and overstayed.

Even before the bipartisan plan?s release, immigration experts have said the chances for reform are better than in previous years.

?When both ends of Pennsylvania Avenue are talking about the issue in calm tones but with a sense of urgency, that is the makings for legislative action,? said Angela Kelley, an expert on immigration policy at the Center for American Progress, a liberal think tank in Washington.

Both the White House and lawmakers seem to be moving fast to get a bill introduced, Kelley said, adding: ?The players are about as caffeinated as I?ve seen them.?

With a growing focus on transfer pricing, now is the time for corporations to ensure the efficacy of their tax department?s risk management strategies

Transfer pricing risk management, which in past years concerned mostly tax departments in multinational corporations, should today be on the strategic agenda of every board of management. Is it on yours?

A major side effect of recent economic crises has been the increase in tax risk faced by multinational corporations as tax authorities, particularly in Europe, seek to reduce their debt deficits and burdens through the enforcement of existing tax legislation. One of the most straightforward aspects of taxation that authorities may utilise to increase tax revenues ? and thus one of multinational corporations? greatest areas of tax risk ? is transfer pricing. Since 1994, the number of tax authorities with effective transfer pricing documentation requirements has increased from five to 63, with 25 of these implementing the effective documentation requirements from 2008. The number of tax authorities that have enacted legislation around transfer pricing during the latest financial crisis is much greater than in other periods.

The areas of transfer pricing that tax authorities focus on have also expanded, as they attempt to close tax-efficient planning opportunities and protect their taxable base.? When the Organisation for Economic Cooperation and Development (OECD) first issued the Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations (the Guidelines) in 1995, the core focus was on intra-group transfers of tangible property and (to a lesser extent) the provision of intra-group services. Today, the focus has expanded to include intra-group transfers of intangible property ? as evidenced by Working Party Number Six of the OECD?s current efforts on intangibles and business restructuring. At the same time, tax authorities in the UK, Canada and South Africa, to name just a few, are increasing their audits in the area of intra-group finance.? A transfer pricing survey of top multinationals conducted by Ernst & Young in 2010 revealed that 66 percent of respondents had undergone an audit in 2010 (compared to 52 percent in 2007), and that one in five audit adjustments had triggered penalties (compared to one in 25 in 2005).

A proactive approach
One way to gain greater control of the risks is to take a more proactive approach to transfer pricing; working with external advisors is certainly part of this, but it doesn?t end there. Many multinational corporations are expanding their internal capabilities, acquiring expertise in the area of transfer pricing and providing the necessary infrastructure in support of this function ? information and technology tools such as those provided by Bureau van Dijk and the International Bureau of Fiscal Documentation. In fact, Bureau van Dijk?s tools are used by over 60 tax authorities around the globe for transfer pricing risk assessment and audit ? a key reason that many multinational corporations? tax departments require such tools for managing transfer pricing risk.

However, implementing a more proactive transfer pricing management strategy presents great challenges.? The main challenge involves obtaining support from internal stakeholders.? Business unit managers need to see the importance of transfer pricing risk management; upper management needs to ensure their tax departments are involved in key issues like business restructuring, mergers and acquisitions and changes in the business offerings as these often have an impact on the global transfer pricing structure. Other challenges include the decentralisation of the transfer pricing compliance process, which can lead to misaligned policies and an increased risk of transfer pricing adjustments.

Overcoming the risk
Nonetheless, these challenges can be overcome with investment in the development of internal (personnel) and external (information and software) resources, and by centralising the management and oversight of transfer pricing risk. Creating automatic internal processes to support compliance preparation is also vital, as is ensuring that remuneration of business unit managers and transfer pricing policies are aligned.? However, the most important aspect is convincing treasury, operations and finance department heads for the need to involve the tax departments in key strategic decisions that have an impact on the international procedures of the business.

Bureau van Dijk currently works with the tax departments of approximately 200 large multinational corporations.? These companies? strategies for managing transfer pricing risk vary, depending on their internal resources and expertise.? At one end of the spectrum, there are multinationals with teams of in-house, ex-?Big Four? transfer pricing professionals, who fully manage and prepare their global compliance, and who periodically conduct planning and audit defence work. At the other end of the spectrum, there are multinationals with one-to three-person tax teams, who rely more heavily on their external advisors to manage and prepare their global compliance. These multinationals, however, conduct periodic ad-hoc analyses and monitor their international operating structure for potential risks to minimise the likelihood of transfer pricing adjustments.

Whatever strategy these multinational corporations have adopted, it is clear that they understand the need for a proactive, centralised approach to transfer pricing risk management, and their shareholders are better off for it.

French actor Depardieu meets Putin, picks up Russian passport

MOSCOW (Reuters) - French film star Gerard Depardieu met Russian President Vladimir Putin in the Black Sea town of Sochi and obtained his Russian passport, the Kremlin said on Sunday, after he left his homeland to avoid a new tax rate for millionaires.

Putin signed a decree on Thursday granting Russian citizenship to Depardieu, who objected to French Socialist president Francois Hollande's plan to impose the 75 percent tax rate. His decision to quit France had prompted accusations of national betrayal.

The Russian president and Depardieu were shown on state-run Channel One shaking hands and hugging each other early on Sunday during what the Kremlin said was a private visit by the actor to Russia.

"A brief meeting between the president and Depardieu took place," Kremlin spokesman Dmitry Peskov said. "On the occasion of his visit to Russia, he was handed a Russian passport."

Peskov did not say whether Putin personally gave Depardieu the passport or if he picked it up through standard procedures. He said the actor also told Putin about his career plans.

Depardieu, star of the movies "Cyrano de Bergerac" and "Green Card", is a popular figure in Russia, where he has appeared in many advertising campaigns, including for ketchup. He also worked there in 2011 on a film about the eccentric Russian monk Grigory Rasputin.

Putin asked Depardieu whether he was pleased with his work in the movie, TV footage of their meeting showed, with the French actor saying he had already sent Putin some excerpts from it.

Depardieu bought a house in Belgium last year to avoid the French income tax increase. French Prime Minister Jean-Marc Ayrault called Depardieu's decision to seek Belgian residency "pathetic" and unpatriotic, prompting an angry response from the actor.

Putin said last month that Depardieu would be welcome in Russia, which has a flat income tax rate of 13 percent, compared to the 75 percent on income over 1 million euros ($1.30 million) that Hollande wants to levy in France.

He offered Depardieu a Russian passport, saying he had a close, special relationship with France and had developed warm ties with the actor, even though they had rarely met.

Some of Putin's critics said the passport move was a stunt and pointed out that the president announced last month a campaign to prevent rich Russians keeping their money offshore.

I had a conversation last week with someone who gave up making films to start a business he hopes will earn enough money to finance major social-change organizing projects. He condemned progressives for their illusions, saying they that think if they've watched a hard-hitting film, they've done something, but really, "they've done nada. The most under-appreciated art and the one most needed and that makes the most difference is the art of organizing." He explained that he meant Alinsky-style community organizing, with protests?rallies, marches, pickets?focusing on a succession of concrete steps in the hope they will aggregate into meaningful change.

I find this insistence on one form of activism fatiguing. It reminds me of the old alchemical idea: that if you perform the same action over and over again, it will eventually yield a transformative result. At this point, I think most old-style forms of organizing alone have about as much chance of succeeding in addressing our crises as ancient alchemical experiments had of finding the philosopher's stone and transmuting base metal into gold. Real transformation has to engage the whole person: body, emotions, intellect, and spirit. But you can't make anyone see what he or she is not ready to perceive, no matter how plainly it is inscribed in reality.

When it comes to actualizing a paradigm shift?replacing an old reality-map that can't hold newly emerging information with a new framework that can?the biggest challenge is human perception. A paradigm shift has been compared to an optical illusion: when an optical illusion flips between a duck and a rabbit or a vase and two facing profiles, it isn't that the printed image has altered in the slightest. The entire change is in how the identical information is seen: if a perceiver is willing to let go of commitment to one image, the exact same information can be read in a second markedly different way.

For several years, I've been writing and speaking about a paradigm shift in which culture?and specifically art, the purest expression of culture through movement, image, music, story, and so on?is finally being given its true value as the container for all social organization and action, the place where we discover identity, explore values, learn about each other, and imagine a future. Every day I see more evidence, but this week has been remarkably emblematic of the whole shift. Just a very few examples:

A group of 600 guitarists gathered in Darjeeling, India, last week played John Lennon's song "Imagine" in tribute to the young woman whose rape by a gang has been a flashpoint for protests around the globe. These images have been widely circulated.

The indigenous peoples' movement Idle No More, which began in Canada and has spread rapidly, "calls on all people to join in a revolution which honors and fulfills Indigenous sovereignty which protects the land and water. Colonization continues through attacks to Indigenous rights and damage to the land and water. We must repair these violations, live the spirit and intent of the treaty relationship, work towards justice in action, and protect Mother Earth."

Idle No More has called upon people to come together for Round Dances in which movement, song, and drumming express the unity of activism, art, and spiritual practice. Here's some footage of a Round Dance flash mob in Oakland, California, yesterday.

The growing initiative called "One Billion Rising," begun by Vagina Monologues author and V-Day founder Eve Ensler, centers on a huge number of public dance events in which women and their supporters stand up to demand an end to violence against women.

I could spend days at the keyboard listing music, drama, dance, video, visual art, interactive media, literature and other artistic expressions of the vast, decentralized movement for social justice. YouTube videos (which is to say short films) have become our most popular form of political speech. Groups like 100 Thousand Poets for Change organize many simultaneous events around the world asserting the defense of freedom through art. Pick any genre or artform: hip-hop , graphic art , murals?and you will find countless examples to draw on, with more emerging every day.

I'm a little sad that some people are still so committed to the old paradigm of social change that they can't yet allow these powerful, multidimensional alternatives to come into focus. But not too sad: what is emergent will not be stopped; and it's just a matter of time before it can't be ignored.

The ACRF is proud to have funded a cutting-edge research discovery at Sydney?s Garvan Institute which revealed a known ?transcription factor? could be at the heart of many ineffective breast cancer treatments.

?Transcription factors? are molecules which act like a switch ? turning genes on and off to change the behaviour and characteristics of our cells.

?ELF5? is one such transcription factor, best understood for its role in triggering oestrogen-receptor negative (ER-negative) cells for the development of breast milk during pregnancy.

But cancer researchers at the Garvan Institute of Medical Research have also shown that ELF5 can prevent breast cancer treatments from working.

In a preclinical study, Associate Professor Chris Ormandy and his team found that ELF5 can make an oestrogen-receptor positive (ER+) tumour cell behave like an ER- negative cell.?

Many breast cancers are treated with an anti-oestrogen therapy such as Tamoxifen or aromatase inhibitors, so when ELF5 changes the tumour cell?s characteristics, these treatments are ineffective.

Associate Professor Chris Ormandy referred to this discovery as opening ?a huge therapeutic door? for cancer researchers.

?If we can make drugs that knock ELF5 down,? he said, ?we have a chance at stopping this resistance to anti-oestrogen therapies.?

?As ELF5 is intracellular, this could possibly be done with small molecule therapies that target protein-to-protein interactions, or with small inhibitory RNAs.?

?There is also the possibility of testing ELF5 levels in tumours to predict a patient?s response to treatment.?

Here Comes The Student Loan Bailout | Zero Hedge

2012 is the year the student loan bubble finally popped. While on one hand the relentlessly rising total Federal student debt crossed $956 billion as of September 30, and was growing at a pace that will have put it over $1 trillion by the end of 2012, the one data point confirming the size, severity and ultimately bursting of this latest debt bubble was the disclosure in late November by the Fed that the percentage of 90+ day delinquent loans soared from under 9% to 11% in one quarter.

Which is why we were not surprised to learn that the Federal government has now delivered yet another bailout program: this time focusing not on banks, or homeowners who bought McMansions and decided to not pay their mortgage, but on those millions of Americans, aged 18 to 80, that are drowning in student debt - debt, incidentally, which has been used to pay for drugs, motorcycles, games, tattoos, not to mention countless iProducts. Which also means that since there is no free lunch, all that will happen is that even more Federal Debt will be tacked on to replace discharged student debt loans, up to the total $1 trillion which will promptly soar far higher as more Americans take advantage of this latest government handout. But when the US will already have $22 trillion in debt this time in four years, who really is counting? After all, "it is only fair" that the taxpayer funded "free for all" bonanza must go on.

The latest debt bailout, not surprisingly is not titled "Yet another taxpayer funded bailout for those who bought things they can't afford on credit" as that would not be very politically prudent, especially for those politicians who still have taxpaying citizens as their voters. Instead, its name is the much more PC: "Pay as You Earn Repayment Plan." Alas, it really should be called the former, because what it does is it incentivizes Americans to borrow even more Federal student loans, well aware that there will now always be a cap on the associated monthly interest payment which will never leave a mark regardless what the full underlying loan notional is. It also provides for full debt discharge should the borrowers end up with cushy Federal jobs - because the one thing the US government needs afford is more debt-saddled government workers.

What is the "Pay as You Earn Repayment Plan"? The WSJ explains:

A new federal program should make it easier for some recent college graduates to keep their student-loan payments manageable.

The new option, known as the "Pay as You Earn Repayment Plan," lets eligible borrowers sharply lower their monthly loan payments and qualify for loan forgiveness quicker than they might otherwise.

"It's a very good safety net for students who borrow too much," says Mark Kantrowitz, publisher of the financial-aid site FinAid.org. "If your debt exceeds your annual income, you will probably benefit."

?

Pay as You Earn, which took effect on Dec. 21, "is designed to help offset the effects of the recession for student borrowers most likely to take a hit in this tough job market," says Lauren Asher, president of the Institute for College Access and Success, which has pushed for the creation of income-based repayment plans.

Which in the New Normal, means everyone with a student loan will benefit. It also means, that courtesy of knowing this safety net is there, more and more people will take advantage of the government's latest generosity with other taxpayer's money.

What are the terms of this new bailout?

The new program comes at a time when rising student-loan balances?amid a still shaky job market?have weighed heavily on many families.

Typically, federal student loans must be repaid within 10 years. At current interest rates, that can work out to a monthly payment of roughly $300 for a borrower with $26,000 in debt.

?

Pay as You Earn, by contrast, limits student-loan payments to 10% of "discretionary income" as defined by government formulas. Borrowers who make regular payments could have the remaining unpaid amounts forgiven after 20 years.

So much for student debt being non-dischargeable: borrow hundreds of thousands, but make your monthly payment of a hundred or so bucks, and in 20 years you will be debt free, courtesy of US taxpayers. Actually, scratch that: one doesn't even have to make a payment!

In some cases, borrowers with low incomes could be required to make a zero-dollar payment and would still be considered current on their loan. Monthly payments can increase or decrease each year based on the borrower's income and family size.

For those who think getting full debt forgiveness in 20 years is far too long, why there's a loophole for that too: just go "work" for Uncle Sam:

Borrowers with public-service jobs may qualify for loan forgiveness after just 10 years.

As for eligibility "constraints":

To be eligible for the program, borrowers must have taken out their first federal student loan after Sept. 30, 2007, and received at least one federal student loan after Sept. 30, 2011. Borrowers also must meet eligibility cutoffs based on the size of their debt, their discretionary income and family size.

The U.S. Department of Education's Pay As You Earn calculator, available at studentaid.gov, can help you determine if you qualify. Borrowers can apply for the program online or by contacting the loan servicer that collects their payments on behalf of the federal government.

In other words, virtually all people who were responsible for the diagonal take off in the Federal student loan total in the current depression are now eligible for what will eventually be full debt discharge.

So let's get this straight:

1. go to some "everyone who applies is admitted" community college
2. take on the biggest Federal loan one can get
3. use the proceeds for everything besides the tuition (of course)
4. be unable to find a job after graduation (naturally)
5. plead poverty, accusing evil employers who don't hire those who majored in Foosball, and make "zero" payments while remaining in "compliance"
6. get a job working for the government, wait ten years, and have the entire loan magically disappear.

And there it is: incentives for the common, and very much broke, man in the New Normal.

If there is anyone out there who thinks this will not result in a "charge it" feeding frenzy and that the Federal student loan total will not go absolutely parabolic going forward, please raise your hand.

Of course, what is not discussed, is who is on the other side of all those forgiven loans. And the answer, dear taxpaying US readers, is starting at you in the mirror. Because all the Federal government will do is transfer the unfunded obligation, which has already been used to satisfy the purchase of goods and services, from one individual to the whole group.

But when one is dealing with the government of a country that is no longer even fit to be defined as "banana", what is adding one more trillion between already insolvent counterparties.

Finally, yes, this means the Fed just tacked on one more year of QE to its $1 trillion/year in US debt monetization, which also means the Fed's balance sheet will now also be used for to fund student loan forgiveness, among so many other things.

Insolvent students of the world, unite!

Clearwire investor steps up campaign against Sprint deal

(Reuters) - A large Clearwire Corp shareholder said on Friday it plans to ask the U.S. telecoms regulator to block the sale of the wireless service provider to its majority owner, Sprint Nextel Corp , stepping up the investor's campaign against the deal.

Crest Financial's general counsel also said on a call with reporters that it also plans to ask the U.S. Federal Communications Commission to block Sprint's plan to sell 70 percent of itself to Softbank Corp of Japan for $20 billion.

Going to the FCC is a new line of attack on the Sprint deal by Crest, which has also filed a class action lawsuit on behalf of Clearwire investors. Dave Schumacher, Crest's general counsel, said on Friday the fund said other minority investors told Crest they did not support the Sprint deal, but he did not provide details.

The investment fund, which owns around 8 percent of Clearwire, has said Sprint's offer of $2.97 share for the roughly 50 percent of Clearwire it does not currently own, "grossly undervalues Clearwire." Sprint's offer is worth about $2.2 billion, but Schumacher said Crest had not done its own valuation and was basing its criticism of the price on estimates by analysts.

In going to the FCC, Crest will argue that the Clearwire deal artificially undervalues the company's spectrum holdings, Schumacher said. That in turn potentially devalues future revenue for the U.S. government when it auctions off spectrum licenses.

"The merger is therefore a bad deal all around for Clearwire shareholders and also for the public at large," said Schumacher.

Sprint spokesman Scott Sloat said the deal with Clearwire was the right one for Sprint, Clearwire and American consumers. He said the class action lawsuit was baseless.

A spokesman for Clearwire, Mike DiGioia, declined to comment on Crest's intention to go to the FCC. He said a special committee of the board conducted a rigorous evaluation of the company's options before agreeing to the Sprint deal.

Clearwire's chief executive, Erik Prusch, has said the company does not have attractive alternatives as it seeks funding to continue to upgrade its own network and could risk bankruptcy if the Sprint deal does not succeed.

Crest has sued Clearwire in the Court of Chancery in Delaware, where the company is incorporated, to permanently block the deal.

The Delaware court will hear arguments next week on Crest's request to expedite the case and Schumacher said Crest hopes to move to a trial in April.

The deal will need approval by a majority of Clearwire's minority shareholders and Sprint has said it has the support of three large Clearwire investors - Comcast Corp , Intel Corp and Bright House Networks LLC - which hold 13 percent of Clearwire stock. Schumacher said the fund would try to prevent the three from voting because of their affiliation with Sprint.

As Clearwire's fight with its shareholders heats up, Sprint has its own shareholders to contend with.

A Kansas court on Friday declined Sprint's request for an early dismissal of a lawsuit by a union pension fund that holds Sprint stock.

The lawsuit alleged that Sprint's chief executive, Daniel Hesse, rushed merger talks with Softbank and did not get a fair price.

The ruling by Thomas Sutherland, the judge for the District Court of Johnson County, Kansas, will allow the pension fund to begin to demand documents and witnesses as it tries to prove its case.

Sloat, the Sprint spokesman, declined to comment on the ruling.

My Technology New Year?s Resolutions

I write about technology for a living, but tech, and the way I use it, frustrates me all the time. I?m constantly finding technology slow or annoying or buggy, and I?m always on the lookout for new ways of doing things.

The turn of the calendar is a good time to implement some changes in how I use technology. I came up with five tech resolutions for the New Year. Some of these might be applicable to you, too:

1. Stop chasing Inbox Zero.

I?ve got 91,109 unread messages in my inbox, and I feel fine. Even worse, I have 4,152 messages flagged for follow-up that I haven?t yet gotten around to doing anything about. Do you consider me a slob for letting my email get so messy? Do you have a similarly overgrown inbox and find yourself racked with guilt and anxiety, vowing to turn over a new email leaf in the new year?you want to respond faster, respond more consistently, come up with system that helps you avoid missing important messages? Do you find yourself veering toward declaring email bankruptcy?a public admission to all your friends and colleagues that you?ve given up responding to them?

For the New Year, I say forget all that. I?ve tried for years to manage my email. There was a time I chased Inbox Zero?the zen state of having no more messages to read or respond to, and thus, supposedly, feeling a sense of guiltless peace with the world. Once or twice in my life I?ve achieved Inbox Zero. Getting there isn?t easy, but it?s not impossible (here are some of my tips). Maintaining Inbox Zero is harder still, but if you?re diligent and have time to spare, you can probably do it. Beware, though, that we?re all always getting more and more email?so the time you devote to tending to it will always increase.

But here?s what I?ve decided: Inbox Zero isn?t worth all that time. It?s a false god. I haven?t seen any evidence that diligently responding to, archiving, or otherwise maintaining one?s email improves life in any way. Sure, you don?t want to fall down on your duties?if responding to your boss is an important part of your job, then of course you should respond to your boss. But if you?re good at your job you?ll do that anyway.

What I?m saying is, don?t pursue Inbox Zero for its own sake. A clean inbox is nothing more than a flag on some server somewhere. It doesn?t mean you?ve actually gotten control of your life.

Rather than trying to clean my inbox, I?ve slowly grown to accept it how it is. My daily email routine goes something like this: I try to read most messages that come in. I respond to the ones I can immediately. I try to flag other important ones for follow-up. A few times a week, I look through the flagged messages and try to respond. The system isn?t perfect. I don?t respond to everyone I need to. I often respond much later than I should. Sometimes I miss important messages.

But here?s the key detail: I don?t let the tardiness bother me. So I?m not good with email; so what? As long as you?re attending to your work and your life, your email habits aren?t ruining you. Indeed, if you practice my carefree email philosophy?let?s call it Inbox Infinity?you?ll discover that most of your email isn?t that important anyway. I?ve found that most people aren?t bothered by late responses. They?ve got messy inboxes too. They know how it is. And if someone really needs to get a hold of you, he?ll email again. He?ll call. He?ll IM you. He?ll tweet. He?ll stop by your house and knock at your door.

In 2012, Twitter evolved into something I?ve been looking for forever: The world?s perfect news source. For news junkies like myself, there was no better way to follow breaking events like the Sandy Hook shooting, Hurricane Sandy, or the fiscal cliff meltdown. Even big, months-long stories like the presidential campaign were best filtered through millions of tweets.

I found that Twitter not only helped me keep track of what was going on, it also added much-needed perspective around the news. A few years ago I wrote a book in which I worried about the Internet?s capacity to spread rumor and plug us into our own echo chambers. Since then Twitter has become the most powerful force to address those problems. This might surprise you, since Twitter is often criticized as being a disseminator of half-facts?how many times has Morgan Freeman been reported dead on Twitter??but as BuzzFeed?s John Herrman pointed out in one the year?s smartest blog posts, ?Twitter's capacity to spread false information is more than cancelled out by its savage self-correction.? This is true, too, of echo chambers: If you follow at least a few dozen people, you?ll inevitably find yourself exposed to many ideas that confound your long-held beliefs. Twitter is the anti-filter bubble.

Google, HelloFax, Manilla, Fujitsu and others urge you to go paperless in 2013

Even with the popularity of cloud computing and terabyte servers, most US offices are still drowning in a sea of dead trees; around 10,000 sheets of paper a year per worker, according to the EPA. Enter Paperless 2013, a campaign that will email you monthly tips on how to make the paperless office a reality. It's funded by the "Paperless Coalition," a group of digital solution companies comprised of Google Drive, HelloFax, Manilla, HelloSign, Expensify, Xero and Fujitsu ScanSnap -- none of which have any ulterior motive behind encouraging this paper-free existence. None at all. Of course, you don't have to go with these specific companies to go eco-friendly (Dropbox and PDFPen are a couple of other options) but if you need some advice on how to shed those wasteful printing habits, then go ahead and sign up at the source. Or you could do what we did and unplug our printers altogether -- just in case it gets possessed.
