Friday morning's memorial service for first moonwalker Neil Armstrong, who passed away last weekend, is strictly private ? but his family has specified at least four ways that you can pay tribute to the man who took a giant leap into the cosmos.

First, about that private service: It's due to take place at a club in Cincinnati at 11 a.m. ET. Although admittance is by invitation only, media representatives were told where to gather and who'll be available for interviews. Among the VIPs are NASA Administrator Charles Bolden and Apollo 8 astronaut Bill Anders (who played a role in taking the famous "Earthrise" picture of our planet as seen from lunar orbit in 1968). U.S. Sen. Rob Portman, R-Ohio, is slated to give the eulogy.


NASA photographer Bill Ingalls will be taking pictures and posting them to the NeilArmstrongInfo.com website that's been set up for the family to communicate with the public.

The folks handling the arrangements for the private service report today that "plans are under way to conduct a national service in Washington in the next two weeks" to celebrate Armstrong's life and legacy.?In accordance with President Barack Obama's proclamation, U.S. flags are to be flown at half-staff until sunset Friday as a mark of respect for Armstrong, who died at the age of 82 after suffering complications from heart surgery.

Also today, the family posted a statement about other ways to honor the man they've called a "reluctant American hero":

"To everyone who has so graciously remembered Neil Armstrong:

"The outpouring of condolences and kind wishes from around the world overwhelms us and we appreciate it more than words can express.

"Many have asked if a memorial has been designated. If anyone wishes to make a memorial in his name, we suggest, in lieu of flowers, memorials be sent to one of these worthy organizations:

Cincinnati's WLWT.com reported that Apollo 17 commander Gene Cernan and Apollo 13 commander Jim Lovell will be at Cincinnati Children's Hospital on Friday morning, in advance of the memorial service, to talk about the Neil Armstrong New Frontiers Initiative. The hospital says it hasn't yet decided upon the focus of the Armstrong fund ??but during Friday's visit, the astronauts reportedly will be joined by Shane DiGiovanna, a 14-year-old patient who has a rare tissue disease and received a cochlear implant that allows him to hear.

In addition to the three charities listed today, the family has made one other suggestion for honoring Armstrong. Remember? "Honor his example of service, accomplishment and modesty, and the next time you walk outside on a clear night and see the moon smiling down at you, think of Neil Armstrong and give him a wink."

Friday's moon is a good one to wink at: It's the second full moon in a calendar month, which is known as a "blue moon." The moon won't actually be blue, but if the skies are clear, it should be big and bright and shining all night.   • Back to the moon: Australian astronomy lecturer/writer Dave Reneke proposes that a monument to lunar explorers should be prepared for eventual delivery to the moon's Sea of Tranquility, where Apollo 11 landed in 1969. Reneke also suggests that some of Neil Armstrong's ashes could be interred on the moon. There's some precedent for that: A vial containing the cremated remains of space geologist Gene Shoemaker was placed on NASA's Lunar Prospector probe, which slammed into the moon in 1999.
  • What's in a name? There's already an Armstrong Crater on the moon, as well as an asteroid named Armstrong. Astrophysicist Neil deGrasse Tyson says the first crewed spacecraft to Mars should be named the "Armstrong."?That's not a bad idea, but there are other possibilities. The name could work as well for a lunar habitat (Armstrong Station?) or even for an Armstrong-class lunar lander (make sure the pilot has the option of taking manual control of the descent, as Neil did in 1969). The yoga practitioners attach special importance to eye exercises, for two reasons.

These muscles become rigid, and this loss of elasticity reduces the ability of the lens of the eye to focus at different distances. It also causes the eyesight to become weaker. These exercises tone the eye muscles up and keep them elastic. If you already have eye problems when you begin these exercises, you will find your eyesight improving after a few months.

Secondly, any eye tension present will tend to produce a general feeling of tension, due to the eye's connection to the brain via the optic nerve. What happens is that eye tension produces an increase in the nerve impulses in the eye muscles. This increase in nerve impulses travels along the optic nerve and bombards the brain, causing a general feeling of tension and anxiety. The eye exercises will reduce tension in the eye muscles, as well as reduce general tension.

It is best to do these eye exercises while lying down after you've finished the asanas. This way you're resting after the asanas and doing the eye exercises at the same time, thus reducing the time taken to do your yoga routine.

When doing the eye exercises keep your eyes open and don't move your head.

Sitting (as in the exercises for the neck given above), open your eyes, then check on your posture. Is your spine erect? Hands on the knees? Body relaxed? Head straight? That is how you should always remain while doing eye exercises. The whole body must be motionless; nothing must move except the eyes.

Raise your eyes and find a small point that you can see clearly without straining, without frowning, without becoming tense and, of course, without moving your head. While doing this exercise look at this point each time you raise your eyes.

Next, lower your eyes to find a small point on the floor which you can see clearly when glancing down. Look at it each time you lower your eyes. Breathing should be normal. In other words, you don't have to do deep breathing.

Exercise 1

Move your eyes upwards as far as you can, and then downwards as far as you can. Repeat four more times. Blink quickly a few times 1 to relax the eye muscles.

Exercise 2

Now do the same using points to your right and to your left, at eye level. Keep your raised fingers or two pencils on each side as guides and adjust them so that you can see them clearly when moving the eyes to the right and to the left, but without straining. Keeping the fingers at eye level, and moving only the eyes, look to the right at your chosen point, then to the left. Repeat four times. Blink several times, then close your eyes and rest.

Exercise 3

Choose a point you can see from the right corner of your eyes when you raise them, and another that you can see from the left corner of your eyes when you lower them, half closing the lids. Remember to retain your original posture: spine erect, hands on knees, head straight and motionless.

Look at your chosen point in right corner up, then to the one in left corner down. Repeat four times. Blink several times. Close the eyes and rest.

Now do the same exercise in reverse. That is, first look to the left corner up, then to the right corner down. Repeat four times. Blink several times. Close the eyes and rest.

Exercise 4

This exercise should not be done until three or four days after you have begun eye exercises given here.

Slowly roll your eyes first clockwise, then counterclockwise as follows: Lower your eyes and look at the floor, then slowly move the eyes to the left, higher and higher until you see the ceiling. Now continue circling to the right, lower and lower down, until you see the floor again. Do this slowly, making a full-vision circle. Blink, close your eyes and rest. Then repeat the same action counterclockwise. Do this five times then blink the eyes for at least five seconds.

When rolling the eyes, make as large a circle as possible, so that you feet a little strain as you do the exercise. This stretches the eye muscles to the maximum extent, giving better results.

Exercise 5

Next comes a changing-vision exercise. While doing it you alternately shift your vision from close to distant points several times. Take a pencil, or use your finger, and hold it under the tip of your nose. Then start moving it away, without raising it, until you have fixed it at the closest possible distance where you can see it clearly without any blur. Then raise your eyes a little, look straight into the distance and there find a small point which you can also see very clearly.

Now look at the closer point-the pencil or your finger tip then shift to the farther point in the distance. Repeat several times, blink, close your eyes and squeeze them tight.

Exercise 6

Close your eyes as tightly as you possibly can. Really squeeze the eyes, so the eye muscles contract. Hold this contraction for three seconds, and then let go quickly.

This exercise causes a deep relaxation of the eye muscles, and is especially beneficial after the slight strain caused by the eye exercises. Blink the eyes a few times.

Exercise 7

This exercise is called 'palming' and is very relaxing to the eyes. It is also most important for preserving the eyesight. Palming also has a beneficial, relaxing effect on your nervous system.

It's an ideal way to finish off the eye exercises.

Remain seated on the floor. Draw up your knees, keeping your feet on the floor and slightly apart. Now briskly rub your palms to charge them with electricity and place the cupped palms over your closed eyes. The fingers of the right hand should be crossed over the fingers of the left hand on the forehead. The elbows should rest on your raised knees and the neck should be kept straight. Don't bend your head. Do the deep breathing while palming your eyes.

If you are going to do the palming for longer than a few minutes, better sit down at a table, place some books or pillows in front of you to support your elbows so that you will be able to keep the neck straight, and palm the eyes in this position. If the palming is done for only a short period one can do deep breathing for half a minute or so at first, gradually increasing it every week.

Benefits:

This exercise helps to do away with eye strain, and tension. Your vision will get better and clearer as the ophthalmic, or eye, nerves receive a richer supply of blood. Some people use this to improve their vision

If the CEO at Pepsi were headhunted to run Coca Cola, would you believe him when he told you Coke was great drink? Maybe, because they are like products, but you would still have some doubts about his sincerity. Would he have the passion to convince his staff, his customers and the public?

David Gallop, no longer required by Rugby League, now has to do that for soccer. A big ask.

It?s not just the change of gauge. Plenty of bosses have made successful transitions from one business to another. In some cases, it?s a good thing because a fresh approach is needed.

But take note of what Craig Foster, former soccer player and now commentator, has written in the Sydney Morning Herald: ?The game lives day to day, has done for decades. Survival is paramount, but people need a vision, a goal, a dream?.

Can Gallop provide those things? If he stood face to face with you and told you soccer was the greatest game ever, would you believe him?

One of soccer?s problems is that it now insists on being termed ?football?. That works overseas but perhaps 70% to 80% of Australians will never accept that. They already have a ?football?, thanks. Soccer team sheets are riddled with European names but so are AFL and ARL clubs and they are arguably better run that the long-fractious soccer Community which has been flat out getting rid of disruptive ethnic rivalries or even keeping millionaire owners happy.

Gallop might well achieve some progress in that area but it will be hard graft all the way. The code?s leader cannot afford to carry a ball and chain with him. Soccer?s two previous bosses (both non-soccer types), gained relatively little penetration over several years.

Is this relevant to racing? Perhaps not in moving from one code to another. That?s been done quite happily in racing so long as the incumbent has a general appreciation of what makes a horse or dog run. That would fix the administrative angle. Yet, to really succeed, they still need that vision and passion so they can carry the world along with them. Administration is only half the battle. Without innovative management, the code is destined to maintain the status quo.

The first job for our leaders is to convince 70% or so of Australians that greyhounds are the greatest thing since sliced bread. Currently, the reverse is true. People do not appreciate the breed. That?s a big ask, too, but it is achievable.

Besides, no code of racing has a leader anyway. Try a test yourself. Ask the person next to you to name Greyhound Racing?s leader.

That question used to be easy to answer for the ARL. It still is for AFL. For cricket it is possible but it would be a struggle for most. For any other sport ? fanatics aside ? forget it. All of which just about approximates the size of their TV income.

CORPORATE STRATEGY GONE AMISS

It?s fascinating that the Ipswich greyhound club is busting to get approval of its plan to run non-TAB races on Saturday nights with modest prize money funded out of its own resources. The club claims it is knocking back too many nominations for its normal meetings and wants to keep trainers happy. Its president is a prominent trainer himself.

A good point about this would be that the meeting might attract a bookmaker to field on away meetings at the trots or at Wentworth Park and The Meadows, thereby pulling in a few extra customers.

As against that, it would not do any good for Saturday afternoon racing down the Capalaba straight and at Tweed Heads, or at Sunday twilight meetings at Albion Park, where 331m squibs? races are popular. The latter also competes with Monday night Albion Park meetings, half of which are made up of maiden and novice races. And the Ipswich club races on Friday twilights anyway.

Those are all worth thinking about because the SEQ area is already short of dogs, particularly good ones. Despite the loss of the Gold Coast track, it is already hard put to fill fields at some Albion Park meetings, including the prime Thursday night slot where novice dogs now provide two of the ten races. There is also some diversion of business to the NSW Northern Rivers tracks, where 12-race meetings are common.

This amounts to Queensland?s attempt to follow the pattern set in NSW (Class C meetings), Victoria (Tier 3 and Non-Penalty meetings), and SA (extra weekly meetings, both in Adelaide and the country, which include many short races). The broad policy is the more races the better, never mind the quality. TAB commission rules the roost.

All of which is being done with a national dog population that has barely changed over the last 20 years. Hence the industry is providing more and more opportunities for slow dogs. That ?give everyone a go? philosophy is fair enough up to a point but it has drawbacks.

Firstly, it puts poor racing in front of the public, thereby encouraging mug gamblers and downgrading the code?s image. Ipswich will not be doing that directly because it has no hope of gaining TAB/SKY attention on Saturday night ? but the others do.

Secondly, at the margin, it reduces average field quality. The bad dogs have a habit of finding their way into what used to be classier meetings. Remember, a lot of existing meetings are flat out getting sufficient nominations anyway. Added to which is the fact that the recently added Saturday night meetings (Richmond, The Gardens and Traralgon) have served to divert betting away from the top class racing at Wentworth Park and The Meadows.

Ipswich resources might be better allocated to improving the quality of its track, which is already one of the two most disruptive in the nation. The 431m bend start is a shocker while 520m races suffer from a flat first turn.

Instead of just running more races, how about offering a better product and attracting more big spending customers? One good punter is worth a dozen, or maybe a hundred, mug gamblers.

The strange thing is that Greyhound Racing is the only sport or business known to mankind which insists on promoting bottom level competitors at the expense of quality performers. Along with the other two racing codes, it is also losing genuine customers to other forms of gambling and recreation, and has been doing so for 20 years. When will the penny drop?

Maritime security company proposes a centralised approach for protecting vessels

US-based company Armed Piracy Defence is proposing a centralised approach to ensure that all ships within high risk areas will have anti piracy security teams on board. These security teams would have common protocols and procedures to provide quality armed security service to ships transiting pirate-infested waters.
From its command centre in South Florida, Armed Piracy Defence gives thousands of shipping companies access to 25 maritime security companies and their available teams. These companies have 125 teams in the High Risk Areas at any given time. The plan is to include as many as 400 security teams that will be stocked by floating armouries, to protect vessels in danger zones. These teams will be able to cover all of the 150 ships on the riskiest routes, moving in and out of the Indian Ocean High Risk Areas each day.
Lieutenant (ret) Dave Daniel Rachimi, CEO of Armed Piracy Defence (APD), said that it is imperative to provide armed security for all vessels travelling in the High Risk areas. To date, no ship with armed security personnel on board has been hijacked.
He said that there is no chance of an attack on Somalia to try and stop the pirates so a standardized approach, with private security teams on each vessel is the only way to go. Ship owners would report their entry into the High Risk Area (HRA) and APD would do the rest in a ?one stop shop service?.
There are numerous benefits of using this centralised approach. From the command centre of Armed Piracy Defence, the activities of 25 maritime security companies are monitored so that the real time location of security teams, weapons and armoury vessels is known at all times. When there is a change in course, a delay or anything that requires dispatch of a new team or resources, APD can contact a qualified team from any number of authorised companies that are in the HRA already. Teams that are there can be in place within 12 hours. By using teams on a repetitive basis from one port to another, it lowers the costs of bringing a new team into the area, APD said.
Rachimi said that every vessel entering the high risk area should be registered and a security team placed on board. As soon as a team of guards finishes a mission, they will have a new mission sent to them from the centre.
By overseeing many teams from different companies but with one curriculum of training, APD can ensure that all teams adhere to a strict code of conduct in all their dealings with ship crew and captain by issuing tactical and procedural log books and guidelines concerning teams on the ships before, during and after the missions. The drill routines on the ship including the bridge, citadel, weapon safety, viewing and detection and multi skiff attacks adhere to security protocols that are signed as part of the agreement process.
In case of emergency or calamity crews can be pulled from the surrounding area to assist with challenging situations. The teams can count on an alert being sent out to other team at the same area and to naval forces to come and back them up. Any incidents can be analysed and investigated in a standardized manner, with the outcome of the conclusions being spread out to the anti-terror teams that are at sea.
The recent attack of more than 50 pirates on two Iranian ships has brought to light the need for further precautions, Rachimi said. It is no longer multiple skiff attacks but swarm attacks. More ammunition, better sniper equipment, ex-military guards, better protective equipment, hands free radio communication between the team members and officers, drills related to swarm attacks and those related to the citadel and radar detection and better communication between the master/ officers and team leaders are all essential as this pirate tactic presents itself.
Billions of dollars are being spent on the damages from piracy. Rachimi said that with US$20 million dollars, APD could put together an integrated command and control centre and seven armoury vessels and the supplies needed to protect ships entering the high risk area.
Rachimi noted that every year insurance companies pay US$250-280 million to pirates. ?It is another type of terror where the whole world economy is in their hands,? Rachimi said of the pirates. If the insurance companies contribute a small fraction of the amount of the ransoms to the creation of this centralized approach, they can help rid the world of piracy as opposed to giving positive reinforcement to pirates.
At the moment, Armed Piracy Defence is using its own resources to pursue the goal of a centralised command centre. Rachimi said he is approaching all the ship owners and maritime security companies in the world. Although he does have the eyes in real time on the ships and maritime security companies in the high risk areas, he still needs to subcontract all aspects of each job. This is time consuming and costly.
He said that the framework for the single umbrella organisation is there already, it is just a matter of getting people to join and companies need to sign on to be a part of it. Ultimately there will be a website for ship owners and maritime security companies to join with a fee for the tactical curriculum and guide, and the access to the security needs of the shipping companies. ?It?s mission possible,? he said, as there is sufficient manpower, weaponry and training available. ?We have all the ingredients to do it right-and halt piracy from a world problem to a marginal problem?.
Rachimi said that APD is open to ideas and collaboration from shipping, insurance and maritime security companies to improve on the system as it continues to develop.

I am an east coast gal. I was born in Portsmouth, New Hampshire and raised in Wells, Maine. I visit York, Maine often, it has always been one of my favorite places because it is part of the route ?home.? When I think of why I love the coast of Maine, York is always one of the reasons.?

Recently the George Marshall Store Gallery contacted our business to be apart of the exhibit Accord VIII: A Pairing of Antiquities and Contemporary Art. Up until this point I had never visited the gallery, only heard great things about it. Before working with the museum I went to the site and was amazed. I had no idea the amount of history that existed on this very piece of property. The museum is truly a gem. The seaside setting is the icing on the cake. To smell fresh salty air while looking at art and antiques is what the tourists dream of and the ?Maine-rs? sometimes take for granted.?

I am a second generation antique dealer. I have been apart of 7 major exhibits since I joined the family business. This was the first that I was apart of where a pairing of contemporary art and antiquities have taken place in the same setting. I was both nervous and excited. As a 30 year old woman I realize that my generation and my parents generation have different taste. Much like fashion, mixing and matching is what makes the ?outfit.? And, history always has a funny way of repeating itself. As someone who loves both fashion and music I believe in the power of influence. Where that influence takes you, is ultimately up to you.

No matter what your age, to see how contemporary art and antiques influence each other in the same environment is amazing. They don?t fight or compete they simply exist in the same space together as if it was a relationship that eventually was meant to be. Finding the connection is all apart of the experience. To see how opposites attract and how influence can start is truly beautiful.

The phrase ?what is old is new again? comes to mind. The future is about making it all work, buying what you like and finding the relationship with your art, antiques, home and yourself.? Always remember, good taste transcends through time and never goes out of style.?

The Global Pension Ponzi Scheme Is Collapsing - Business Insider

We have been saying for a long time that anyone in the western world who's 10-15 years away from collecting their first pension payments, shouldn't expect to get much, if anything, when the time comes. This is because, obviously, the economy has deteriorated as much as it has. It's also because, in essence, pensions plans are the ultimate Ponzi schemes.

What doesn't help are the central bank and government policies that are in fashion today that are based on pushing interest rates about as low as they can get.

The reactions to all this are interesting in their range of variation. Last week I picked up an article (more on that later) that made me refer back to a series of bookmarks I had made over the past month or so. Here are a few quotes that, when put together, paint the picture pretty accurately; you add up the details and numbers and you get an idea of what's going on. Not necessarily for the faint of heart. First, Michael Aneiro for Barron's:

Top Pension Fund Sends a Warning

The California Public Employees' Retirement System, the nation's biggest public pension fund at $233 billion, reported a mere 1% return on its investments in its fiscal year ended June 30. Earlier this year, in an attempted acknowledgment of today's realities, Calpers had lowered its discount rate?an actuarial figure determining the amount that must be invested now to meet future payout needs?for the first time in a decade, to 7.5% from 7.75%. That represents combined assumptions of a 2.75% rate of inflation and a 4.75% rate of return.

Needless to say, a 1% annual return didn't come close to hitting any of those figures and doesn't engender confidence in the assumptions of institutional or individual investors alike. Calpers was quick to note that its 20-year investment return is still 7.7% and that the past year was challenging for everyone. But Calpers is a bellwether, and other systems are expected to report similarly disappointing returns, necessitating higher annual contributions in the years ahead to meet funding needs.

Later in the week, S&P Dow Jones Indices said that the underfunding of S&P 500 companies' defined-benefit pensions had reached a record $354.7 billion at the end of 2011, more than $100 billion above 2010's deficit. The organization reported that funding levels at the end of 2011 ran around 75%, on average, and that future contributions will constitute a "material expense" for many companies.

Fitch Ratings later released its own study of 230 U.S. companies with defined-benefit pension plans and found that median funding had dropped to 74.4% in 2011 from 78.5% in 2010, and that corporate pension assets grew just 2.9% in 2011 amid sluggish returns and a 6% decline in contributions.

This is not pretty. What we see is hugely unrealistic annual return assumptions combined with equally huge underfunding. Both ends burning. More from Marc Lifsher at the Los Angeles Times:

Corporate and public pension funds across the country are seriously underfunded, threatening the retirement security of workers and straining the financial health of state and local governments, according to a pair of independent studies.

In 2011, company pensions and related benefits were underfunded by an estimated $578 billion, meaning?they only had 70.5% of the money needed to meet retirement obligations, according to a report by S&P Dow Jones Indices.

Funds generally don't need to have all the money needed pay future pensions because returns on investments vary over the years and people retire at different ages and with different levels of benefits, experts said. But?a funding level in the 70% zone is considered dangerously low.

The looming shortfall, and the move by corporations to 401(k)-type plans in which the level of investment is controlled by employees, could keep many aging baby boomers from retiring, said Howard Silverblatt, a senior S&P Dow Jones Indices analyst and the report's author.

"The American dream of a golden retirement for baby boomers is quickly dissipating," Silverblatt said. "Plans have been reduced and the burden shifted with future retirees needing to save more for their retirement.

"For many baby boomers it may already be too late to safely build up assets, outside of working longer or living more frugally in retirement."

While the cost of retirement is out of reach for many older workers and growing more expensive for younger ones, it's becoming less of a burden for employers, according to the report issued Tuesday.

Employers are paying less into pension funds despite the fact that company cash levels remain near record highs and cash flows are at an all-time high," Silverblatt said.

Meanwhile in the public sector, a separate pension-related report by the national State Budget Crisis Task Force warned that?public pension funds in the U.S. are underfunded by $1 trillion to $3 trillion, depending on who's making the estimate.

There's no consensus on the amount by which pensions funds are underfunded. According to Reuters' Jilian Mincer, the funding shortfall may be as high as $4.6 trillion (2011 numbers).

Public pension funds to face calls to set realistic targets

Public pension funds are expected to report poor annual returns in the coming weeks, results that are likely to increase calls for more realistic retirement promises for teachers, police officers and other public workers.

At least three of the nation's largest U.S. public pension funds have already announced returns of between 1% and 1.8%, far below the 8% that large funds have typically targeted.

The fund's targets have been "unrealistic," said Michael Lewitt, a portfolio manager at Cumberland Advisors in Sarasota, Florida. "They've been fooling themselves because there is no realistic case they can make that." [..]

Low returns will further aggravate funding shortfalls for hundreds of pension plans, adding to pressure on cities, counties and states that are already facing lower tax revenue and rising costs.

The vast majority of states have cut pension benefits or increased contributions from workers, or are trying to.

"Failing to understand the scope of the pension crisis sets taxpayers up for a bigger catastrophe in the future," said Bob Williams, president of free-market think-tank State Budget Solutions, in Washington. "Without government action, states, counties, cities and towns all over America will go bankrupt," he said. [..]

Major public pensions typically assume an average return of about 8%, but the median annual return in 2011 for large pension funds was roughly half that amount, 4.4%, according to data provided to Reuters by Callan Associates.

Median returns were only 3.2% for the last five years and 6% for the last 10. Before the 2007-09 recession, market performance was often above the 8% assumptions. Average returns for the last 20 or 25 years as a whole still reach that level. But with losses in 2008 and 2009 and uneven returns since then, analysts say pension funds should adjust to what seems to be a new reality. [..]

The funding status of public pensions has dramatically slipped over the last decade. Barely more than half were fully funded in 2010. At the end of that year, the gap between public sector assets and retirement obligations had grown to $766 billion, according to a report by the Pew Center on the States.

Ratings agency Moody's Investors Service calculated this month that if it used a 5.5% discount rate, a rate closer to the way private corporations value their pensions, it "would nearly triple fiscal 2010 reported actuarial accrued liability" for the 50 states and rated local governments to $2.2 trillion.

Other estimates put the shortfall even higher. State Budget Solutions estimated it in a recent study at $4.6 trillion as of 2011.

A preliminary report of how the city?s pension fund performed in the fiscal year 2011-12, which ended June 30, shows it earned a meager 1.6% ? far below the assumed rate of return of 7.5%. For a fund currently worth $15.3 billion, that?s a big difference.

"This is even worse than anyone predicted," said Public Defender Jeff Adachi, who offered a competing, failed pension reform measure that would have raised more money through employee contributions.?"If this was a movie, it would be a disaster movie called ?Pension Armageddon.?"

Canada, which faces similar problems ("massive shortfalls"), despite an ostensibly far better performing economy (how on earth does that add up?), apparently takes a somewhat different approach than the US, where, essentially, the favorite approach is moving the goalposts, which?"lets companies use a 25-year average of the discount rate rather than two years".

You don't have to be a genius to see that the - financial - world was a totally different place 25 years ago than it is today. So using 25 year old stats to calculate today's required pension funding rates is a highly risky affair. If you find two years too short a period, you can go for 5 years, perhaps, I can see an argument being made for that. But 25? That looks like a desperate attempt at a cover-up more than a serious effort to find accurate accountancy methods.

Well, Canada resists such desperation. So far, at least, and despite strong opposition, that wants a sweet deal like the US gets. Louise Egan and Susan Taylor for Reuters:

Ottawa shrugs off pleas for pension fund relief amid massive shortfalls

Canada is taking a different tack than Washington on the thorny issue of helping companies fund their widening pension gaps, shrugging off corporate pleas for relief even as the United States lets businesses slash their contributions.

A frightening prospect for workers, retirees and companies, yawning pension deficits have gone from arcane accounting entries to front page news on fears that massive shortfalls could even cause some corporations to fail.

As a growing number of employers look to roll back benefits to the alarm of unions, others are pouring cash into their pensions funds only to see the hole get deeper.

Canada is not unique, and as in the United States, generous public sector pensions are a hot-button issue. But the federal government is taking a more hands-off stance than U.S. President Barack Obama, who signed a bill last month that changes how companies calculate what they must contribute to their pension funds, effectively allowing them to pay less.[..]

Softening the rules implies letting plans stay underfunded for longer, a risk financially prudent Ottawa may be reluctant to accept. After all, the country?s conservative banking culture helped it survive the global financial crisis better than most.

As in other countries,?the scope of the Canadian problem is huge. 90% of the roughly 400 defined-benefit pension plans overseen by Canada?s federal regulator are underfunded,?meaning?they cannot meet their liabilities should their plans be wound up today, as is required by law.?[..]

Historically, Canada has preferred relief measures such as lengthening amortization periods. Permanent rule changes in 2010 let companies average their solvency ratios over a three-year period instead of one, so that a sudden bad year doesn?t force them to make big cash infusions.

But some critics say it is dancing around the real problem ? the very low "discount rate" used to assess a plan?s solvency, which is the focus of the recent measures in the U.S., Denmark and Sweden. This rate, based on long-term government bonds, helps actuaries judge how much assets will earn over time.

Companies complain the rate has never been lower and artificially inflates a plan?s deficit. The lower the discount rate, the bigger the deficit. Air Canada?s chief financial officer, Michael Rousseau, told analysts on a recent conference call that a 1.5% or 2% rise in the rate would eliminate more than $3-billion from the airline?s deficit.

That wishful thinking effectively became reality last month, not for Canadian companies but for their U.S. competitors.?The new law there lets companies use a 25-year average of the discount rate rather than two years.

In Europe, Denmark and Sweden have tinkered with how the discount rate is used and the United Kingdom is thinking of following in their footsteps. [..]

Bob Farmer, who represents 250,000 pensioners as president of the Canadian Federation of Pensioners, says softer rules for companies mean bigger risks for workers. Tough luck about the low yields, he says. "That happens to be the world we?re living in." [..]

"The biggest social issue in the next 10 years is going to be pensions,"?said Rick Robertson, associate professor at the Richard Ivey School of Business, part of the University of Western Ontario. "What do I tell the 64-year-old person who may not have a chance to rebound if the company doesn?t succeed. Who?s my duty to? There?s no easy answer."

Whereas in Japan, with the world's fastest ageing population, the world's biggest pension fund has taken a dramatic route: selling off assets. It hopes to make up for this by moving into riskier assets. That's of course a big gamble no matter how you look at it. Monami Yui and Yumi Ikeda at Bloomberg:

"Payouts are getting bigger than insurance revenue, so we need to sell Japanese government bonds to raise cash," said Takahiro Mitani, president of the Government Pension Investment Fund, which oversees 113.6 trillion yen ($1.45 trillion). "To boost returns, we may have to consider investing in new assets beyond conventional ones," he said in an interview in Tokyo yesterday.

Japan?s population is aging, and baby boomers born in the wake of World War II are beginning to reach 65 and become eligible for pensions. That?s putting GPIF under pressure to sell JGBs to cover the increase in payouts. The fund needs to raise about 8.87 trillion yen this fiscal year, Mitani said in an interview in April. As part of its effort to diversify assets and generate higher returns, GPIF recently started investing in emerging market stocks.

Now, remember that the level of funding for US public pension plans has fallen as low as 70% or thereabouts. And that brings me to the article from last week which made me return to the pension topic.

In the Netherlands, pension funds are by law required to maintain a 105% funding level. And there is little enthusiasm for changing this. Right after the autumn 2008 crisis peak, some leeway was provided by the government, but only for a short period. Now, there are other steps being taken:

Civil service pension fund ABP may cut pay outs by up to 15%

One of the biggest pension funds in the world, the Dutch civil service fund ABP, may have to cut pensions next year and again in two years time in order to keep its finances in order, the Volkskrant reports on Wednesday.

The paper bases its claim on confidential documents from the pension fund, which covers some three million workers and pensioners.

The current method of calculating pension funds? coverage ratio?- the amount of assets needed to meet pension obligations -?could mean ?reductions mount up to between 10% and 15%?, the document states.

The fund has already agreed to cut pensions by 0.5% next year. However, talks are under way between ministers and the central bank on changing the way interest rates used to determine the coverage ratio is calculated.

The document also states that if nothing is done to change the calculations,?premiums for 17 big funds could rise by 28.5%.

Hundreds of thousands of pensioners are likely to get smaller pay-outs next year because pension funds have been hit by lower interest rates and the economic downturn.

There is no need to explain how tough it will be for many people to see 15% cut off their fixed income. And that will be just the beginning. Some pensions plans may temporarily do better if and when they're allowed to invest in risk(ier) assets, but just as many will do worse for that exact same reason. Changing coverage ratio calculations is not a magic wand; it's just another layer of creative accounting, and we've already got plenty of that.

For younger generations, which over a broad range have lower income jobs, if they have any, seeing pension plan premiums rise 28%, and then some more and so on, will become unacceptable, fast. They will soon figure out that the chances they will ever get any pension decades from now are close to zero. So they?ll ask themselves why they should pay any premiums, from the pretty dismal wages they make in the first place.

Over the next few years, this is a battle that will play out in our societies, and it will have no winners. We need to be very careful not to let it tear those societies apart. In a world where just about everyone has to settle for much less than they have or thought they would have, that will not be easy. Realistic accounting standards would be a good first step, but they will also be very painful. It will be very tempting to hide reality for as long as we can, in the same way we already do with issues ranging from Greece to real estate prices to bank losses to derivatives to our own personal debts.

The best, or even only, advice for those of us who belong to younger generations is: don't count on getting a pension when you reach retirement age. It?ll probably have been moved to age 85 or over by the time you get there anyway.

This is not something that can or will be fixed overnight. It was doomed from the moment baby boomers started producing the number of children they have. It simply hasn't been enough to keep the pension Ponzi going. And those baby boomers, with far too few children to provide for their pensions, have only just started to retire now, as the plans are already in such disarray. I'm sure you can see where this will lead.

At a time when Medicare has become a major issue in the Presidential campaign, including a proposal by the Republican candidates to privatize Medicare, DeMoro and NNU have been in the forefront of national efforts to best protect Medicare by expanding it to cover everyone, a point emphasized in Modern Healthcare?s report on the Top 100.

As the Supreme Court was deliberating the fate of the Affordable Care Act, Modern Healthcare noted, NNU was continuing to talk to patients across the country who still face the effects of a broken healthcare system in need of more expansive reform, as in Medicare for all.

?The stories are heartbreaking,? DeMoro told Modern Healthcare, citing just one example of an instance where a woman having a heart attack was prepared to die rather than call an ambulance because she was afraid that, if she went to the hospital, she would lose her home and her son would have no place to live.

In the past year, NNU has also been leading efforts for a tax on Wall Street speculation, also known as the Robin Hood tax,? that could raise hundreds of billions of dollars annually to help fund economic revitalization with funds for healthcare, jobs, education, and other basics.

As a recent editorial in the Chicago Gazette, a city where NNU sponsored a major march and rally for the Wall Street tax in May noted,

?Economists and progressive political leaders worldwide have been discussing the Financial Transaction Tax, popularly known as the Robin Hood Tax, for a few years, but it took a group of protesting nurses who are members of National Nurses United wearing Robin Hood hats to bring it to the attention of Chicago.?

?Why nurses? They know the money raised could affect them and their patients directly (by paying for healthcare across the country) and indirectly (by creating jobs, cutting student debt, covering mortgage foreclosures).?
