Today: Japan?s Minister for Internal Affairs & Communications to Arrive In Sri Lanka

Japan?s Minister for Internal Affairs and Communications, Yoshitaka Shindo, will be arriving in Sri Lanka today - on Sunday 28th July 2013 as a follow-up to the visit of President Mahinda Rajapaksa to Tokyo in March and the visit of Deputy Prime Minister of Japan and Parliamentary Senior Vice Minister of Finance, Mr. Taro Aso in May this year.

During his visit Mr. Shindo will call on President Mahinda Rajapaksa to discuss bilateral relations with a view to further strengthening the long-standing ties between the two countries.

He will also pay courtesy calls on his counterpart Keheliya Rambukwella, Minister of Mass Media and Information and Basil Rajapaksa, Minister of Economic Development.

Does anyone still use Twitter #Music? Why the Web and iOS app are quickly fading into obscurity

It?s been a little over three months since Twitter #Music was launched on the Web and iOS. The release signalled Twitter?s desire to broaden its influence on the Web. To be more. To leverage the ever-increasing number of tweets to disrupt the status-quo.

Yet for all its hype, Twitter #Music has been a disappointment. The mobile app sits patiently in a folder on my iPhone, gathering virtual dust and a sense of increasing irrelevancy. I have no desire to open it. Perhaps that?ll change with a future update, but for now it remains rather useless.

It?s not just me either. I?ve asked friends and family what their go-to app is for listening to music on the move. Spotify, Rdio and the default iOS Music app rank high. Twitter #Music does not.

Admittedly, that?s a small group of people to poll. But a quick inspection of the top free music apps in the App Store tells a similar story. Alongside the apps I just mentioned are Deezer, Soundcloud and Shazam, as well as a bunch of emerging services such as Bloom.fm filling out the top 20.

Twitter #Music isn?t featured. Nor is it in the top 50. Top 100? Nope. Top 200? Nope. At the time of writing, the app sits ranked 285. Ouch.

So why is no-one using it?

The purpose of the Twitter #Music app is three-fold; help listeners discover new music; act as an overlay for playing said music; incentivize the music industry ? particularly artists and labels ? to continue engaging with their fans on Twitter.

To help users find a bunch of brilliant new records, the app offers five charts with rather ambiguous names such as ?Emerging?, ?Unearthed? and ?Hunted?. They all sound inviting, but I couldn?t tell you what the difference is between any of the three.

Tapping one reveals a very compact grid filled with tiny square display pictures. Each of them represents an artist and they?re ranked in accordance with their popularity. The interface is pretty terrible though and at times completely bewildering. The various images are the size of my fingernail and reveal next to nothing about the artist or the sort of music they play. Twitter has also chosen to show their Twitter handle by default ? rather than the artist?s name ? which only adds to the confusion.

Selecting a specific artist then reveals a jarring profile page that tries to blend both their Twitter account and more of these tiny cuboid images. It?s the same story in the app?s ?Suggested? and ?#NowPlaying? sections. Everything feels unrefined and lacks consistent aesthetics.

Too many alternatives that are just better

Discovering new music should be a visually stunning and frictionless experience. Soundwave, Bloom.fm and even the ?Discover? tab in Spotify do a much better job of this than Twitter #Music by keeping their respective interfaces refreshingly simple and uncluttered. Twitter?s mobile app just feels messy in comparison.

Twitter #Music would also be a novel proposition if it offered its own digital storefront or an on-demand streaming service. But it doesn?t do that either. Tracks are either 30-second previews from iTunes with direct store links ? another bid to get music labels and artists on side ? or only supported with an active Spotify or Rdio subscription.

It begs the question though: why would a Spotify or Rdio subscriber leave their dedicated mobile app for this? There?s no way to create custom playlists, queue tracks or access premium features offered by these more robust and expansive services. The idea, presumably, is to reinforce Twitter #Music?s discovery options by giving users the ability to listen to new tracks in their entirety.

Twitter #Music lacks a defining feature or hook to keep users engaged. It?s an odd blend of ideas that never seem to mesh or offer a significant value proposition to the listener. There?s some potential here though and plenty of time for Twitter to turn it around ? but no wonder it?s performing so poorly in the App Store at the moment.

Big changes to Florida Blue to be discussed in Miami

Insurance regulators will discuss a major change proposed in how Florida Blue is organized on Thursday at a hearing in Miami.

As previously reported by the Jacksonville Business Journal, the Jacksonville-based health insurer asked the Office of Insurance Regulation to become a policyholder-owned, nonprofit mutual insurance holding company. That would allow it to purchase other nonprofit organizations and insurers in Florida.

The hearing will start at 5:30 in room 1261 on the Miami-Dade College Wolfson Campus in downtown Miami.

Florida Blue has stated that this change won?t impact its health provider network or the care it offers its members. It covers 1.3 million lives in the state that are regulated by OIR.

Motorola Droid Ultra and Droid Maxx for Verizon hands-on (video)

Like clockwork, Motorola and Verizon have refreshed their joint Droid lineup, and we're here to check out all three devices. The two more premium handsets, the Droid Ultra and Droid Maxx, are the most promising of the bunch for advanced users, replacing last year's Droid RAZR HD and RAZR Maxx HD and offering the requisite 4G LTE connectivity. Both of those smartphones were at the top of their game in 2012, and that trend appears to continue here -- the Ultra and Maxx are very similar, with the latter boosting the battery capacity, enabling power users to make it through a full day.

Like its predecessors, the Ultra and Droid Maxx (pictured above) sport Kevlar bodies, both of which look sleek and feel sturdy. The Ultra we saw has a glossy red finish, which Motorola helpfully suggested is "a lot like a sports car." The Maxx, on the other hand, has a soft-touch black finish. At any rate, we prefer the Maxx's look; as we've said about Samsung's Galaxy lineup, a glossy, plasticky finish tends to look cheaper. Both phones feature a 10-megapixel camera with a f/2.4 lens; we'll have to wait for our review units to test the shooter's mettle.

What the Ultra's design does have going for it, though, is an extra-thin profile. At 7.18mm, it's already being touted as the "thinnest 4G LTE smartphone available." At 4.94 ounces, it feels very light, and though it sports the Droid family's usual boxy form factor, the edges are gently curved to make for a nice fit in the hand. It packs a 5-inch, 720p Super AMOLED display, which, while not quite as pixel-dense as the Mini's 4.3-inch TFT panel, offers crisp images, vibrant colors and wider-than-average viewing angles. The Ultra is priced at $199, 100 bucks higher than the Mini and 100 lower than the Maxx.

FBI: Woman kidnapped from San Diego, held as sex slave

A 19-year-old man is accused of kidnapping a woman in San Diego, taking her across the country and keeping her as a sex slave.

Brandon Todd is being held on a federal kidnapping charge, after he was taken into police custody July 10.

His capture came after his alleged victim escaped by faking an asthma attack in May and calling police, according to an FBI affidavit.

The ordeal started in April at the Greyhound bus terminal downtown, according to the FBI. The criminal complaint said a 26-year-old woman, who was traveling from San Diego to Florida, met Todd and was coerced into sharing a hotel room with him.

In an affidavit, an FBI agent said Todd threatened to harm the woman and her family if she didn?t comply. He allegedly showed her weapons, told her he had gang connections and destroyed her phone so she couldn?t be tracked.

After two days in the hotel, Todd took the woman cross-country to Naples, N.Y., according to investigators.

According to the FBI, Todd kept her against her will at his grandparents? house, where he repeatedly raped her.

The victim said she was held captive for more than two weeks.

Some SIM cards can be hacked 'in about two minutes' with a pair of text messages

Every GSM phone needs a SIM card, and you'd think such a ubiquitous standard would be immune to any hijack attempts. Evidently not, as Karsten Nohl of Security Research Labs -- who found a hole in GSM call encryption several years ago -- has uncovered a flaw that allows some SIM cards to be hacked with only a couple of text messages. By cloaking an SMS so it appears to have come from a carrier, Nohl said that in around a quarter of cases, he receives an error message back containing the necessary info to work out the SIM's digital key. With that knowledge, another text can be sent that opens it up so one can listen in on calls, send messages, make mobile purchases and steal all manner of data.

Apparently, this can all be done "in about two minutes, using a simple personal computer," but only affects SIMs running the older data encryption standard (DES). Cards with the newer Triple DES aren't affected; also, the other three quarters of SIMs with DES Nohl probed recognized his initial message as a fraud. There's no firm figure on how many SIMs are at risk, but Nohl estimates the number at up to 750 million. The GSM Association has been given some details of the exploit, which have been forwarded to carriers and SIM manufacturers that use DES. Nohl plans to spill the beans at the upcoming Black Hat meeting. If you're listening, fine folks at the NSA, tickets are still available.

From DataQuick: California Foreclosure Starts Up From First Quarter While up from the first quarter, the number of California homeowners entering the foreclosure process was at its second-lowest level in seven years last quarter, largely the result of a steep rise in home values, a real estate information service reported. Lenders filed 25,747 Notices of Default (NoDs) during the April-to-June period. That was up 38.7 percent from 18,568 for the previous quarter, and down 52.9 percent from 54,615 for second-quarter 2012, according to San Diego-based DataQuick. The 18,568 NoDs filed in the first quarter of this year marked the lowest quarterly total since fourth-quarter 2005, when 15,337 NoDs were recorded. In addition to less distress in the housing market pipeline, this year's remarkably low first-quarter number mainly reflected policy and regulatory changes. NoD filings plummeted early this year as a package of new state foreclosure laws - the "Homeowner Bill of Rights" - took effect on January 1. In California and other states in recent years foreclosure activity has sometimes plunged temporarily after a new law kicks in and the industry takes time to adjust. Setting aside this year's first quarter, last quarter's NoD tally was the lowest since second-quarter 2006, when 20,909 NoDs were recorded. California NoDs peaked in first-quarter 2009 at 135,431. Lawmakers in the Indiana General Assembly have formed a small business caucus they say will help connect with the state?s small business owners on a more personal level.

State Senator Carlin Yoder, R-Middlebury, is the owner of a small business, the Danceworks Academy, in Middlebury. He is also the co-chair of the newly-formed Small Business Caucus in the General Assembly. He says he helped start the caucus because he thought lawmakers take for granted that small businesses would be well-represented in the Statehouse, considering many legislators are small business owners themselves.

?But I think sometimes they don?t have the power of the Statehouse lobbyists or other interests that can influence legislation,? Yoder says. ?I think this legitimizes some of their issues that they may not have been able to approach beforehand.?

Anderson Democratic Representative Terri Austin, another co-chair, says the caucus will hold more than a dozen meetings in communities around the state in the coming weeks to reach out to small business owners.

?To send a message that they matter, that we?re interested in what they have to say and we want to learn what we can do collectively, as a body, to better support them,? Austin says. ?And the best way to do that was to go to their communities.?

Austin says one of the issues the caucus is already working on is potential changes to the unemployment tax.

Company to inspect Texas coaster where woman fell

ARLINGTON, Texas (AP) ? A German roller coaster maker is sending officials to a North Texas amusement park to inspect a ride after a woman fell to her death.

Tobias Lindnar, a project manager for Gerstlauer Amusement Rides in Munsterhausen, Germany, told The Dallas Morning News that the company will investigate what led to Friday's fatal accident at Six Flags Over Texas in Arlington.

Witnesses said the woman expressed concern about the Texas Giant roller coaster's safety bar not completely engaging as the ride was starting. The coaster is touted as the tallest steel-hybrid roller coaster in the world.

"I'm sure there's no safety bar that is broken," Lindnar told the newspaper by phone Saturday night from Germany.

Lindnar said Gerstlauer has never had problems with car safety bars on any of the roughly 50 roller coasters it's built around the world over the past 30 years.

"We will be on site and we will see what has happened," he said.

Park spokeswoman Sharon Parker confirmed in a statement Saturday that the victim died while riding the 14-story Texas Giant, but wouldn't give specifics about what happened. Arlington Police Sgt. Christopher Cook told The Associated Press on Saturday that police believe the woman fell from the ride and that there appeared to have been no foul play.

Arlington police have referred information about the woman's identity to the medical examiner's office in Tarrant County, which hadn't disclosed her name as of Sunday night and didn't respond to phone messages left by the AP.

Lindnar wouldn't address the hydraulic bar's operation or whether park employees should be able to determine if a person's body is too close to the front of the train car to prevent the bar from being effective.

"At this time I don't want to speak about the technicals," he said. "It's not so easy. It's some special equipment."

But he said once the ride began, there was no chance of opening the safety bar.

"We are committed to determining the cause of this tragic accident and will utilize every resource throughout this process," Parker said in her statement. "It would be a disservice to the family to speculate regarding what transpired."

Police, fire and emergency medical services responded to the park around 6:45 p.m. Friday after calls about a woman who fell from a car while riding a roller coaster. She was pronounced dead at the scene.

Texas Department of Insurance spokesman Jerry Hagins told the AP on Sunday that Six Flags was in compliance with state regulations requiring amusement ride operators to have $1 million liability insurance on each ride and provide proof of an annual safety inspection by a certified engineer.

Six Flags received a state-issued sticker, like an auto inspection sticker, for the Texas Giant in February. Hagins said the ride now will remain closed until it's inspected again and certified to be safe.

"It's the ride owner's responsibility to keep it closed, to fix it, then prove to us that it's safe to start back up again," he said. "If for some reason they can't figure it out, no safety inspector is going to sign off on it."

Because no foul play is suspected, police are not involved in the investigation, officials said.

The ride first opened in 1990 as an all-wooden coaster and underwent a $10 million renovation to install steel-hybrid rails and reopened in 2011. It can carry up to 24 people.

New data plan options go live online July 26, in-store starting today

In an attempt to get more people moved over to its "Mobile Share" data plans, AT&T is filling out the bottom end of its offerings with two new data tiers. Slotting in at $20 and $50 per month, new 300MB and 2GB tiers fit in along the previous 1GB and 4GB options to give customers more choices when selecting data plans.

These plans are directed at accounts with smart phones -- unlike the data-only plans -- and include unlimited talk and text, but of course require an additional fee per device to connect to the account. The fee starts now at $50 per smart phone added when at the 300MB data tier, and goes down in $5 increments until you hit $30 per smart phone at 10GB and above.

It makes the 300MB shared tier a pretty poor value, and will likely only work to push customers up towards the 1GB and 2GB tier if there are any more than 2 phones on the account. The new tiers go live starting July 26th, but AT&T's website indicates that you can call or go into an AT&T retail store if you would like them a few days sooner.

More than ?2.8m was paid to officials at the Olympic Delivery Authority (ODA) in the form of exit payments in 2012-13.

One hundred and forty-four staff were given redundancy payments after being given permanent contracts, despite the authority winding down in 2014.

Dennis Hone, the ODA?s chief executive, who was made redundant at the end of March, was paid an exit payment of ?80,000, as well as an immediate pension of ?373,000.

The ODA?s Annual Report and Accounts said that Mr Hone, now chief executive of the London Legacy Development Corporation, was entitled to statutory redundancy pay and a terminal bonus equivalent to 60 per cent of his salary.

It said: ?The Remuneration Committee decided to award a terminal bonus of 49 per cent of his salary and to defer 50 per cent of the bonus until the successful completion of the sale of East Village to QDD.?

The ODA?s director of transport, Hugh Sumner, also received ?73,000 in exit payments, while director of venues and infrastructure Simon Wright received ?72,000.

An ODA spokesman said: ?The exit payments for staff other than our former chief executive, Dennis Hone, are limited to statutory redundancy pay, any leave they were unable to take before their employment ended, and, where appropriate, payment in lieu of notice.

?We had to adopt a flexible approach to managing staff contracts to ensure that key people, especially directors, remained with the project throughout periods critical to its success, until such time as the ODA could be certain that their skills and knowledge were no longer required. Our staff delivered this huge project on time and under budget - in fact making savings of over ?1bn for the public purse.

?Like other staff, Dennis Hone received performance-related pay, but this was far from guaranteed and was measured against tough performance criteria, evaluated personally and in relation to the organisation he successfully led in the critical 18 months up to the Games, during London 2012 and immediately after.

?Pension payments made in relation to Dennis Hone were legal and contractual obligations under the scheme of which he was a member throughout his employment at the ODA.?

Considering that Kate Gosselin often tweets multiple times a day, I wouldn?t have been surprised to hear that she had her kids join Twitter as well. However, when a fan tweeted, ?@Kateplusmy8 is the twitter handle @ MadyAndCara the legit twitter of Cara and Mady??, Kate?s response was, ?NO! My kids DO NOT have Twitter!!?

It?s actually one of the few things Kate Gosselin seems to understand about social media ? that kids that young should be kept away from Twitter, especially when they?re the children of celebrities. Most often than not, stage parents will allow their child stars access to Twitter [I?m looking at you, Will Smith], and while they may be exposed to a bunch of wonderful people and encouraging comments, they are also met with a world of hate and jealousy. And often, it?s not even personal ? people on the Internet just suck, a result of their ability to hide behind their anonymity.

So Kate?s vehement denial and her decision to keep her children off Twitter was a smart move. Considering the amount of vitriol that Kate often gets on Twitter on a regular basis, her children would be subjected to a lot of hateful comments and could very easily be traumatized. Besides, Kate probably knows that she would get a ton of backlash for letting her kids do that.

JIM LITKE: Mickelson solves links golf puzzle at Open

GULLANE, Scotland (AP) ? His coach was all business before the round. His caddie was in tears afterward. Only Phil Mickelson seemed to know how many magical moments he was capable of unfurling in between.

?I said, ?Even-par or 1 under could win this thing.? He said, ?I?m going to be better than that,?? coach Butch Harmon recalled.

Harmon was standing near the 18th green in the fast-fading light of a cool Scottish summer afternoon. The roars from one of the great closing rounds in major championship golf was still ringing in his ears. He paused long enough to crack a wide smile.

?He wasn?t lying.?
Little more than 10 yards away, just after exiting the front door of the Muirfield clubhouse, caddie Jim ?Bones? Mackay was still trying to regain his composure.

Someone asked about the tears he kept choking back. Instead, they started falling again.

?Because,? Mackay began, then turned away for nearly a half-minute. ?When you work with someone for so many years, it?s pretty cool when you see him play the best round of golf he?s ever played in the last round of the British Open.?

This was the one major championship Mickelson never thought he could win. He came out on tour in 1992 oozing talent, a prodigy who won his first pro tournament while still in college, only to become another golfer once labeled the ?next Nicklaus? who couldn?t break through in a major. Mickelson was 0-for-42 in that department and a dozen years into an otherwise stellar career when he finally won the Masters in 2004.

Another major came the next year at the PGA Championship. Then two more at the Masters. Along the way, he collected a record six runner-up finishes at the U.S. Open, the last just a month ago at Merion Golf Club, when Englishman Justin Rose zoomed by him on the final few holes.

Those were heartbreaks, to be sure, but at least Mickelson knew he had a shot on any golf course where booming drives and sky-high lob shots could decide the outcome. Despite playing on this side of the Atlantic for 20 years, though, he struggled trying to keep the ball under the wind and his temperament in check whenever he got a crazy bounce ? and there were dozens of those.

For the longest time, links golf appeared to be one puzzle he was never going to unlock.

?It?s been the last eight or nine years I?ve started to playing it more effectively, I?ve started to hit the shots more effectively,? Mickelson said. ?But even then it?s so different than what I grew up playing. I always wondered if I would develop the skills needed to win this championship.

?And to finally capture this,? he added a moment later, referring to the claret jug he was holding, ?it feels really, really good.?

Just last week, 3 1/2 hours drive up the coast from here, he won the Scottish Open, his first-ever win on the continent. But Castle Stuart wasn?t a true links, and even an opening-round 69 across the fast, firm ground here failed to erase nearly two decades of doubt ? especially when Mickelson complained about the condition of the course afterward.

But Mackay saw things differently.

?When he got to 18 on Thursday, he hit the best shot he hit all day and then three-putted. I think that kind of reinforces that stuff happens over here that you really can?t control,? Mackay said. ?That you?re going to hit good shots and it?s not going to work out, and you suck it up and you move on.

?And the tournament could have gotten away from him, too, in the fairway bunker on 15 yesterday. And he didn?t let it, you know what I mean? Suck it up and move on. That?s what he did. He was just in a great place all week.?

Yet if Mickelson was going to crack, the place and time to do it Sunday would have been at the par-3 16th. He?d already clawed his way back from a 5-shot deficit and into the lead. His iron off the tee pierced the wind with a low trajectory and scooted onto the green at just the right speed to hold. Instead, it skittered off the right side and into a bunker.

?That was a bad break, but I was probably more bothered by it than he was,? Mackay said. ?We walked up there. He saw it and said, ?I can get it up and down.? Pretty matter of fact. So I went, ?Cool.??

Mickelson did, then birdied No. 17, and walked up with a chance to do same at the 18th. A crowd of thousands packing the grandstands on either side of the fairway rose to their feet as one, clapping wildly. Mickelson made that curling left-to-right 10-footer to slam the door on the field behind him. Somehow, at 43, Mickelson isn?t simply holding his own, he appears to be turning back the clock.

?He?s stronger than he?s ever been. He?s fitter than he?s ever been. He?s hungrier than he?s ever been and you can understate how much he wants to compete and do well,? Mackay said.

?I joke around with him all the time that when he?s 60 on the putting green at Augusta, he?s going to say, ?I got a chance.??

Maybe not. But a career Grand Slam hardly seems like a stretch anymore.

?I think that that?s the sign of the complete great player. And I?m a leg away. And it?s been a tough leg for me,? Mickelson said to laughter, ?but I think that?s the sign. I think there?s five players that have done that. And those five players are the greats of the game. You look at them with a different light.

?And if I were able to ever win a U.S. Open, and I?m very hopeful that I will ? but it has been elusive for me. And yet,? he said finally, ?this championship has been much harder for me to get.?

Jamie Foxx backs Trayvon Martin's mom 'forever'

(AP) ? Hours after President Barack Obama delivered remarks about Trayvon Martin and the George Zimmerman trial, Jamie Foxx and Samuel L. Jackson addressed the racially charged case at Comic-Con in San Diego.

Foxx was at the massive pop culture convention to promote his role as the villain Electro in "The Amazing Spider-Man 2." Holding his 4-year-old daughter Annalise, who wore a Spider-Man backpack and shoes, Foxx said he was "disappointed" in the July 13 not guilty verdict in Florida.

He had been among the most vocal celebrities expressing support for Martin's family, having met the teen's mother Sybrina Fulton at an awards show.

"She's always been courageous in saying this has never been about race. She said it's about 17-year-old kids. We have to protect our kids. So I stand with her forever," Foxx said.

"It was great to see Bruce Springsteen in Ireland dedicate a song to Trayvon. I think that's what really makes it universal in the fact that we know that there's race involved, but to see all races coming together and saying that hey, there's something wrong," Foxx said. "There's something wrong when a 17-year-old child is on his way home and someone with a gun pursues him and he ends up losing his life."

Foxx said Martin's case was part of an "epidemic" of gun violence in the US.

"When you look at Sandy Hook and Aurora and all these different things where we're losing our children. Chicago ? 67 kids, people killed in a week ? we have an epidemic," he said. "And it's up to us as the grown folks to be smart enough and intelligent and nice to each other to have a difference of opinion, but also understand that we have to come to a solution."

Samuel L. Jackson was also on hand at the convention, promoting the remake of "RoboCop." He said he'd been out of the country for much of the trial and during the verdict, but expected the result.

"I'm not really surprised by it considering the way the case was presented and the representation that the family had, and the portrayals that they put out there of the kid and how peoples' attitudes are about those particular things," Jackson said.

Still, he said, he was "encouraged by the attitude of people after the verdict, that people are willing to stand up and take a stand and get out in the streets, and let their voices be heard."

Home Security Improved for the Ruales Family

When Hearts of Gold was alerted by partner organization, Fundaci?n El Arenal, about the precarious living situation of one of their families, Hearts of Gold set out with a team to assess the safety of their home and to learn from the family and the accompanying social workers how we could best help with a home improvement project.? The Ruales family home for eleven family members is located on the outskirts of Cuenca on a steep hillside and is inaccessible by vehicle.

Se?or Manuel and Se?ora Maria have 8 children and 3 grandchildren. Their eldest daughter lives illegally in the US and another one of their children has gotten married and lives in another part of town. They have seven guinea pigs that live on a bed of grass under the kitchen sink. Se?ora Maria works at the Feria Libre market during the week.

The home measures approximately 500 square feet, consists of a small kitchen and three other small rooms as well as a bathroom entered by way of an outside door opening.? Two of the three house doors were not locking doors and there was no door on the bathroom.? Without doors and locks, the threat of theft and damage to their home in this remote location was obvious. ?When the family is away, neighbors and others enter the home and borrow things? permanently.

?

However, the Arenal Foundation?s social worker pointed out an even greater problem for the family.? Three of their children are too young to attend school. The parents cannot safely bring their children to work in town, nor can they afford childcare.? Therefore, like many struggling families here, they lock their youngest children inside the home to keep them out of sight of strangers. A home improvement project is necessary to keep the children safe until the parents arrive at the end of the work day.

Hearts of Gold volunteers, Tom Wine and Tony Hartwell, lead the initial visit to the home in June and revealed that to best secure the house, one door could be repositioned and a dead-bolt installed, a second door and door frame was needed, and a new custom door and frame was measured for the outside-access bathroom.? Additionally, a plan was made to allow for more light by cutting a window into the concrete block wall and installing a prefab window with safety bars.

Tom and Tony got to work right away sourcing the building supplies, having a door custom built, and gathering tools for the various jobs they would need to do on the job-site.

Tom also volunteered to drive out to the job site each workday, taking a helper or two with him.? The effort will take numerous visits and will cost about $300, but thanks to our generous donors and the helping hands of our resourceful volunteers, as of June 28, 2013 all the doors to the home were locking securely and the new window was cut out and framed and a safety grill installed.

Four of the children in this family attend Fundacion El Arenal, which serves over 40 at-risk families each year.? These four siblings will benefit from this year?s shoes and school supplies drive made possible by our generous Hearts of Gold donors.

With the improvements to their home, we expect that these children will continue to attend at El Arenal and go to school this coming September.

Former National Security Agency contractor Edward Snowden, who's been an unseen presence in Moscow's Sheremetyevo airport for almost three weeks now, suddenly went public Friday to ask Russian human rights activists for assistance in gaining temporary asylum in Russia.

Among the dozen human rights leaders who met Mr. Snowden behind closed doors were Amnesty International's Sergei Nikitin and Human Rights Watch's Tanya Lokshina, some of whom forwarded information to journalists via Twitter and Facebook about the meeting's progress. Vladimir Lukin, Russia's presidential human rights ombudsman, and Genri Reznik, a prominent lawyer, also attended.

"I have been made stateless and hounded for my act of political expression," Snowden said. According to the reports, Snowden said that he is prepared to accept Russian President Vladimir Putin's condition that he may remain in Russia, but only if he stops "hurting our American partners" with damaging leaks of secret national security documents.

"Snowden said that he plans to seek temporary asylum in Russia, then go somewhere in Latin America eventually. On a personal note he said living conditions at the airport were fine, and that he feels safe," Lokshina posted on the HRW website.

He reportedly asked the Russian human rights workers to assist him in convincing Russian authorities to grant him refuge, adding that "no actions I take or plan are meant to harm the US." In fact, he reportedly added, "I want the US to succeed."

Russia has been visibly ambivalent about Snowden's presence in Moscow. On one hand the fugitive former CIA employee has been embraced by large numbers of Russians, including many parliamentarians, who see him as a hero who's ripped away the US mask of democracy and freedom and exposed the underlying reality of globe-spanning duplicity.

On the other hand, the Kremlin has held him at arm's length and top officials, including Mr. Putin, have urged him to move along as quickly as possible. A former KGB agent, Putin's distaste for an idealist who proclaims the goal of total information transparency and, by his own account, refuses to work with any intelligence agencies, has been difficult to conceal.

Kremlin spokesman Dmitry Peskov said Friday that no fresh appeal for asylum from Snowden had yet been received.

But Mr. Peskov told journalists that if Putin's conditions are met, Snowden would probably be welcome to remain in Russia.

"Snowden, by sincere conviction or for some other reason, considers himself to be a human rights activist, a fighter for the ideals of democracy and human freedom. Russian human rights activists and organizations, as well as their colleagues abroad acknowledge this. For this reason, extraditing Snowden to a country like the US where capital punishment is enforced is impossible," the English-language Kremlin-funded TV network RT quoted Peskov as saying.

In a letter released to the media Friday, Snowden hailed the small group of Latin American nations that have offered to give him asylum ? Cuba, Venezuela, Bolivia, Nicaragua ? but said he was not able to accept any of them due to US efforts to block his ability to travel.

"Unfortunately, in recent weeks we have witnessed an unlawful campaign by officials in the U.S. Government to deny my right to seek and enjoy this asylum under Article 14 of the Universal Declaration of Human Rights. The scale of threatening behavior is without precedent: never before in history have states conspired to force to the ground a sovereign President's plane to effect a search for a political refugee. This dangerous escalation represents a threat not just to the dignity of Latin America or my own personal security, but to the basic right shared by every living person to live free from persecution," Snowden wrote.

In a longer statement, published by WikiLeaks on Friday, Snowden added that he would attempt to stay in Russia until a safe path to Latin America becomes open.

"[The] willingness by powerful states to act extra-legally represents a threat to all of us, and must not be allowed to succeed. Accordingly, I ask for your assistance in requesting guarantees of safe passage from the relevant nations in securing my travel to Latin America, as well as requesting asylum in Russia until such time as these states accede to law and my legal travel is permitted. I will be submitting my request to Russia today, and hope it will be accepted favorably," he said.

QVCC names interim president

Carmen Cid, the dean of Eastern Connecticut State University?s School of Arts and Sciences, was named interim president of Quinebaug Valley Community College on Thursday.

Cid was named to the position, effective Aug. 1, after being approved by the Board of Regents for Higher Education. She will serve through Dec. 31, or until a president is appointed by the board.

Cid succeeds Robert Miller, the college?s founding president, who returned to the school to serve as interim president in November.

Cid has served as dean of Eastern?s School of Arts and Sciences since 2005, and has 28 years of higher education experience as a professor of ecology and chair of Eastern?s Biology Department.?
