Marissa Mayer issued a company-wide mandate ending telecommuting, requiring employees to come into the office or leave the company. NBC's Brian Williams reports.

When Yahoo relayed to its employees on Friday that they could no longer work remotely, one of the reasons given was that??speed and quality are often sacrificed when we work from home.?

It may seem logical ??the internal Yahoo memo?leaked to The Wall Street Journal's?AllThingsD.com said that some of the ?best decisions and insights come from hallway and cafeteria discussions? ? but workplace experts say that may not be true.

"Telecommuting is associated with significantly higher levels of job satisfaction, lower turnover intentions, reduced role stress, and higher supervisor-ratings of job performance," said?Washington State University psychology professor Tahira Probst via email.?

Probst, who researches workplace issues, added that working from home doesn?t hurt worker-boss relations. ?The data actually suggest telecommuting is associated with a more positive relationship with one?s supervisor.?

Telecommuting has been a growing trend over the past few years. The U.S. Census Bureau reports?that 13.4 million people worked from home at least part-time during a typical week in 2010, and the number of telecommuters in computer, science and engineering fields increased by 69 percent between 2000 and 2010. ?

The federal government has pushed for its employees to be ready to work remotely, should disaster strike. Last fall, thousands of workers were?forced to work remotely?after?Superstorm Sandy knocked out power to much of lower Manhattan.?

Natural disaster aside, when it comes to day-to-day work, Mayer may not be alone in wanting her employees to put in more face time. Google Chief Financial Officer Patrick Pichette didn?t seem keen on telecommuters on a recent trip to Australia. When asked how many Google employees work remotely, Pichette replied,?according to Sydney Morning Herald: ?As few as possible.?

After the Yahoo memo about telecommuting was leaked Friday, critics were swift to call the move anti-woman and anti-family. But the Census reported that more men (51.3 percent) worked from home. Of telecommuters, 64.5 percent reported that they did not have children younger than 18 present in the home.

Carol Roth, a brand consultant for the?virtual office space company Regus, argued that workplace flexibility allows employers to retain the best talent. ?

?I was disappointed to hear about this mandate from Yahoo because they?re a tech company and it?s made us more flexible and allowed us to work from anywhere,? Roth said. ?To say that the only way to be connected is if you?re side by side with somebody is completely backward and at odds with their own mission.??

Susan Cain,?author of "Quiet," a book about introverts in the workplace, said she thought Yahoo?s decision could hinder creativity.

?The kind of person who is in Silicon Valley is a person who is at the top of their game as an engineer and has a creative mind,? Cain said. ?Also it?s a type of person who wants to control their own destiny much more than working for a corporation. They want to dictate their own working terms. They tend to be pretty committed to what they?re doing.?

Yahoo CEO Marissa Mayer not only has employees up in arms after she banned working remotely from home at the tech company ? she has also inspired sharp division among Dr. Nancy Snyderman (on one side) and Donny Deutsch and Star Jones (on the other) as TODAY's Professionals debate hot topics of the day.

In an online (nonscientific) survey, NBCNews.com readers also questioned the policy.

My quality of work is much better by telecommuting than by actually working in the office. I'm an introvert and I get stressed out by being around people. When I'm at home working, I can get so much work done because I'm not distracted and stressed out by all those around me.

Some managers think that the only way work gets done is to perform bed checks to make sure everyone is at their desk at a certain time and think work only occurs when they are breathing down their necks. Other bad managers can't express what they want done unless they are waving their arms in front of the worker and pointing vaguely at what they want done.

But I've also seen workers that can't hold their attention to the screen when they could be puttering in the garden or in the garage.

Others were more sympathetic.

An employer has a right to ask people to actually COME to work, I think. On the other hand, EVERY employer, even if they don't allow daily telecommuting, should be increasing their family-friendly policies to allow for plentiful personal/sick/vacation time and some flexibility with scheduling when needed. The whole country could benefit from that!

Probst said Yahoo?s decision could result in more stress, more work-family conflict and ?greater intentions to quit working for Yahoo.?

?I don?t think that is what Yahoo is hoping for as a result of their decision,? she said, ?but it may be what they see.?

5 reasons Google should be afraid of Samsung

Google takes pride in the fact that its Android mobile operating system has outpaced Apple's. But the truth is, Android phones don't outsell Apple phones, Samsung phones do. Apple, Amazon, Facebook, Microsoft ? these may be Google's main competitors, but it's Samsung that could be the search giant's biggest threat.

As Samsung launches the Galaxy Note 8.0 this week, and the upcoming Galaxy S 4, not to mention a fleet of new Smart TVs, here are five reasons Google should be afraid:

1. Phones, phablets, tablets and more
Samsung has been the largest phone maker in the world for a while, but for the better part of last year, it was even out-selling Apple in the profitable smartphone category. On the surface, this is good news for Google, since Samsung is the largest ambassador of Android phones.

But compare the interface on a Google-branded Nexus phone to the software on Samsung's best-selling Galaxy S phones. The fundamental operating systems are the same, but everything from the stock apps (calendars, email, media player, etc.) to the interactive services (voice command, wireless file sharing, etc.) are different. Critics (including me) generally prefer Google's "pure" Android experience offered by Nexus devices (which also get faster OS updates), but the masses don't seem to mind Samsung's interface. And with time, money and momentum on its side, Samsung can keep improving.

The bigger the device gets, the more problematic things are for Google. Android phone apps may be a roaring success, but Android tablets have barely any native apps, especially compared to what's built for iPad. As evidenced in the expanding Note line ? which just welcomed an 8-inch model ? you can expect to see more Samsung-only features and interface tweaks, and increasing cooperation between Samsung and its software partners.

2. Retail stores
In an age when big-box stores struggle, Apple can still brag of its unbelievable (and mostly unforeseen) brick-and-mortar store success. Former skeptics now believe that the best way for electronics makers to reach their customers is through direct shopping-mall and online sales. Google is building up the online side, but recently rejected the idea of a retail store. Meanwhile, Samsung has quietly built out an online sales site, and is starting to show the urge to build some Apple Store clones of its own. In the meantime, it has clout with Best Buy, other mall retailers and even cellular carriers that Google could only dream of.

3. Mobile payments
Google got the jump on the competition when it comes to using your phone as a credit card. Built-in near-field communication chips in its Nexus phones combined with the Google Wallet system lets you, in Google's words, "shop faster, smarter and safer, in-store and online." Apple has been slower to get into mobile payments ? its Passbook app is a useful tool for those already checking into flights and buying event tickets online, but it's not yet a vehicle for commerce in itself. Now Samsung is making its own move with its own app ? called Wallet.

While the system, as it stands, currently resembles Apple's Passbook more than Google's similarly named service, don't forget that Samsung has NFC built into most of its premium phones. Not only that, as the Verge points out, it has a partnership with Visa to use the credit card company's PayWave service.

4. Media store
About two years ago, I laughed when Samsung tried to get me to buy a movie via its service on a cellphone. The selection wasn't great, and what was I going to do, watch some outdated action film on a phone's 4-inch screen? The laughter has, substantially, subsided. Those screens have gotten bigger, and Samsung has sold a lot of phones with its media store pre-installed.

Meanwhile, Samsung has expanded its media sales to its Smart TV line, and the current Smart TV interface dedicates a whole page to Samsung media. In other words, while you can still buy movies for apps like Amazon Instant Video and Vudu, you'll soon most likely stumble over stuff first on Samsung's page. How soon till you're giving it your $3.99 for a movie rental, rather than your cable provider or the competition?

5. Apple TV
Google's already spent its ammunition on something called Google TV, which you likely never bothered to purchase. Apple TV exists now too, as a cheap little add-on for Mac, iPad and iPhone owners, but Apple may yet pop a full-size TV that's so user friendly, fanboys would drool like they haven't drooled since Steve Jobs was alive.

Only thing is, Samsung already has an answer to Apple TV, and from what we saw at the Consumer Electronics Show in January, Samsung isn't going to rest until it gets the interface right. Does it need Google's help to do it? Nope.

(Bonus dirt in Google's face: LG recently went out of its way to buy a third-party operating system, probably so it wouldn't have to rely on Android for its next-gen smart TVs.)

Maybe none of this matters to Google as long as it can keep making money on mobile ads on Samsung devices ? but according to a recent report in the Wall Street Journal, even this relatively safe haven could be threatened by Samsung's explosive growth.

JERUSALEM -- A rocket exploded in southern Israel on Tuesday in the first such attack by militants in the Hamas-ruled Gaza Strip since a truce ended a week of cross-border fighting in November, Israeli police said.

The rocket caused some damage to a road near the city of Ashkelon but no injuries, police spokesman Micky Rosenfeld said.

A rocket was fired into Israel today amid heightened tensions over the death of a Palestinian in Israeli custody. NBCNews.com's Dara Brown reports.

"An explosion was heard in the Ashkelon region experts searched areas experts and found one rocket that struck, damaging a road but causing no injuries," Rosenfeld said.

Al-Aqsa Martyrs Brigades, a militant group in Palestinian President Mahmoud Abbas' West Bank-based Fatah movement, called the rocket a "first response" to inmate Arafat Jaradat's death in disputed circumstances on Saturday.?

"We must resist our enemy by all available means," the group said in a statement emailed to reporters. "We stress our commitment to armed struggle against the Zionist enemy."

Hamas said it was investigating the attack, which followed a surge in West Bank protests since Jaradat's death and intermittent hunger strikes by four other prisoners.

In the latest violence there, Israeli troops shot and wounded five Palestinians during confrontations with protesters in the Bethlehem area on Monday and a 15-year-old boy was in critical condition.

The death in disputed circumstances of Arafat Jaradat, buried in a funeral in the Hebron area attended by thousands on Monday, and a hunger strike by four other Palestinian inmates, have stoked tensions ahead of a planned visit next month by U.S. President Barack Obama.

SC court nixes James Brown estate settlement

COLUMBIA, S.C. (AP) ? The South Carolina Supreme Court on Wednesday overturned a settlement divvying up the multimillion-dollar estate of James Brown, saying a former attorney general didn't follow the late soul singer's wishes in putting together the deal.

Attorney General Henry McMaster brokered a settlement in 2009 that split Brown's estate, giving nearly half to a charitable trust, a quarter to his widow, Tomi Rae Hynie, and leaving the rest to be split among his adult children.

But the justices ruled that the deal ignored Brown's wishes for most of his money to go to charity. The court also ruled the Godfather of Soul was of sound mind when he made his will before dying of heart failure on Christmas Day 2006 at age 73.

The court sent the estate back to a lower court to be reconsidered.

The justices did agree with the lower court's decision to remove Brown's original trustees. Members of Brown's family said they wanted them gone because the trustees mismanaged the estate until it was almost broke.

The court said it had no idea what the estate was worth, giving an estimate of $5 million to more than $100 million.

The justices harshly criticized McMaster, who stepped in to broker the settlement after the estate floundered in court for years. Under McMaster's deal, a professional manager took control of Brown's assets from the estate's trustees, wiping out crushing debt ? more than $20 million Brown had borrowed for a European comeback tour ? and opening the way for needy students to receive college scholarships. The plan allowed a financial manager to cut lucrative deals that put Brown's music on national and international commercials for products such as Chanel perfume and Gatorade.

Chief Justice Jean Toal suggested Wednesday that, if the settlement was allowed to stand, it could discourage people from leaving most of their estate to charity for fear their wishes could easily be overturned.

The dispute came to the court after the ousted trustees sued.

"The compromise orchestrated by the AG in this case destroys the estate plan Brown had established in favor of an arrangement overseen virtually exclusively by the AG," giving large sums of money to relatives even though they were given little or no control in the singer's original will, Associate Justice John Kittredge wrote.

The fight over Brown's estate even spilled over into what to do with his body. Family members fought over the remains for more than two months, leaving Brown's body, still inside a gold casket, sitting in cold storage in a funeral home. Brown was eventually buried in Beech Island, S.C., at the home of one of his daughters. The family wanted to turn the home into a shrine for Brown similar to Elvis Presley's Graceland, but that idea has not gotten off the ground.

An attorney for Adele Pope ? one of the trustees who appealed ? commended the court for its ruling, which he said would more accurately fulfill Brown's wishes.

"James Brown was certainly devoted to the cause of education," James Richardson said. "Today's decision means that the bulk of his fortune will go to the cause of educating needy children."

McMaster, who left office in 2010, did not immediately comment on the ruling. However, he said in 2011 that "the settlement was a very good one for ... the education of the poor children, because there was a danger that they would get nothing."

Current Attorney General Alan Wilson said he respected the court's decision but felt McMaster had acted legally.

Muscle can be gained quickly through intense training. This does not mean cramming a lot of repetitions and sets into your routine and training every day. You?ll start out with several reps and a lower amount of weight, but will lower the number of reps as you increase the amount of weight you lift. Also, training three to four days a week is recommended. Your muscles are already being pushed to their limits so any more than that and you?ll be taking a serious risk of over training them. The other days will be free to rest and you?re body will thank you for it in so many ways. You?ll feel and look better and begin gaining muscle at a steady rate.

Social media can create major headaches in small business sales

In at time when poor customer reviews are more harmful than critic rips, recent national news stories prove entrepreneurs should take initiative to control their small business marketing strategy.

A new corporate venture feels the heat
Guy Fieri, the Diners, Drive-Ins and Dives host, had enough negative press when Pete Wells of The New York Times destroyed the personality?s new Times Square restaurant?in a November 2012 review. Four months later, Fast Company reports Guy?s American Kitchen & Bar is the laughing-stock of the internet thanks to a highly visible joke?he and his management team could have prevented. The source says a programmer in New York, who Gawker?identifies as Bryan Mytko, bought a domain name brandishing the exact name of the restaurant ? the official site is located at guysamerican.com ? and took the public defacing of the business to new heights through social media sharing.

Gawker?s?analysis of the fake menu shows initial disappointment by the restaurants customers?as it turns out most of the menu items, including ?The ?Hobo Lobo Bordello Slam Jam? Appetizer? and ?Football: The Meal,? are uncredited jokes the URL address owner lifted from various Twitter accounts. For business purposes though, entrepreneurs should be wary of the massive reach one bad review can make when put into the hands of a sprawling online network.

The Times piece on Fieri?s restaurant shows even the pros can be brutal. Of course they have reason if service is truly poor, but business owners have more incentive than ever with such unpredictability?in the media to make excellent small business sales and product quality priorities long before a grand opening.

Social media creates a new breed of critic
Today, everyone is a critic with potentially crushing influence based solely on an individual?s ability to connect with others?rather than?demonstrate?professional input, and PC World suggests it can take a single one-star rating to tank a business? progress. One New York dentist told the source that?s all it took for appointment inquiries to fall from 10 to 15 daily to less than five. These types of results are real, PC World insists, but entrepreneurs can benefit from taking their small business marketing tips for managing social media review sites.

Business owners should let their clients know they can make a difference in the company?s success by sharing their thoughts online, the source reports. While organizations should stay away from posting fake positive reviews, like those Chik-Fil-A was accused of creating on Facebook following the CEO?s controversial gay marriage statements, PC World states they should take caution one step further by avoiding situations where only positive reviews are pushed for. Honesty, the source claims, is the best way to bring a business? social review impact into positive territory, even if it means taking average or good ratings over excellent ones.

If many naysayers have piped up about a business with not-so-nice things to say, another option entrepreneurs have is to reach out directly to those critics, according to the source. On Yelp, for instance, any reviewer is reachable by private message, and executives can also choose to respond publicly for the online world to see. The source warns posting openly can be tricky, but as long as business owners communicate calmly, avoid defensive language and never get into long chains of arguments, they should be safe to share their thoughts on a negative review.

The tech magazine notes some businesses have found great success by turning jokes on themselves. One pizza shop, the source says, slapped a negative but humorous review on t-shirts and continued work as employees rocked them as uniforms. A recovery like this may be difficult for Fieri, but approaching even the most scathing reviews lightly, and with a positive attitude, can help small business owners take back their company?s image successfully.

Police: MC Hammer pulled over for expired tags

DUBLIN, Calif. (AP) ? A sheriff's department spokesman in Northern California says a Dublin police officer stopped and then arrested MC Hammer because the '90s rap star was driving a car with expired registration and refused to get out of the vehicle.

Lt. Herb Walters of the Alameda County Sheriff's Office said in a statement issued Monday that Hammer was "very argumentative" with the officer during the traffic stop late Thursday. He says it's unclear who owns the car.

Hammer eventually came out of the car and was arrested for investigation of obstructing an officer in the performance of his duties.

Hammer, who was born Stanley Burrell, has offered a different account, suggesting he was the victim of racial profiling. He tweeted on Saturday that the officer asked him if he were on parole or probation and tried to pull him out through the car window.

VATICAN CITY - The Vatican has answered some of the outstanding questions about Pope Benedict XVI's future once he's retired, saying he'll be known as "emeritus pope," and continue to wear a white cassock.

The Vatican spokesman the Rev. Federico Lombardi said Tuesday that Benedict himself made the decisions.

The pope's title and what he would wear has been a major question ever since Benedict stunned the world and announced he would resign on Thursday. While he will no longer wear his trademark red shoes, Benedict has taken a liking to a pair of hand-crafted brown loafers made for him by artisans in Leon, Mexico and presented to him during his 2012 visit. He will wear them in retirement.

These findings hint that such?micro-continents?may have occurred more frequently than previously thought, the scientists who conducted the study, detailed online Feb. 24 in the journal Nature Geoscience, say.

Researchers analyzed sands from the isle of Mauritius in the western Indian Ocean. Mauritius is part of a volcanic chain that, strangely, exists far from the edges of its tectonic plate. In contrast, most volcanoes are found at the borders of the tectonic plates that make up the surface of the Earth.

Investigators suggest that volcanic chains in the middle of tectonic plates, such as the Hawaiian Islands, are caused by giant pillars of hot molten rock known as mantle plumes. These rise up from near the Earth's core, penetrating overlying material like a blowtorch. [What Is Earth Made Of?]

Mantle plumes can apparently trigger?continental breakups, softening the tectonic plates from below until they fragment ? this is how the lost continent of Eastern Gondwana ended about 170 million years ago, prior research suggests. A plume currently sits near Mauritius and other islands, and the researchers wanted to see if they could find ancient fragments of continents from just such a breakup there.

Digging in the sand

The beach sands of Mauritius are the eroded remnants of volcanic rocks created by eruptions 9 million years ago. Collecting them"was actually quite pleasant," said researcher Ebbe Hartz, a geologistat the University of Oslo in Norway. He described walking out from a tropical beach, "maybe with a Coke and an icebox, and you dig down underwater into sand dunes at low tide."

Within these sands, investigators discovered about 20?ancient zircon grains?(a type of mineral) between 660 million and 1,970 million years old. To learn more about the source of this ancient zircon, the scientists investigated satellite?maps of Earth's gravity field. The strength of the field depends on Earth's mass, and since the planet's mass is not spread evenly, its gravity field is stronger in some places on the planet's surface and weaker in others.

The researchers discovered Mauritius is part of a contiguous block of abnormally thick crust that extends in an arc northward to the Seychelles islands. The finding suggests Mauritius and the adjacent region overlie an ancient micro-continent they call Mauritia. The ancient zircons they unearthed are shards of lost Mauritia.

The researchers meticulously sought to rule out any chance these ancient grains were contaminants from elsewhere.

"Zircons are heavy minerals, and the uranium and lead elements used to date the ages of these zircons are extraordinarily heavy, so these grains do not easily fly around ? they did not blow into Mauritius from a sandstorm in Africa," Hartz told OurAmazingPlanet.

"We also chose a beach where there was no construction whatsoever ? that these grains did not come from cement somewhere else," Hartz added. "We were also careful that all the equipment we used to collect the minerals was new, that this was the first time it was used, that there was no previous rock sticking to it from elsewhere."

Peeling continent pieces

After analyzing marine fracture zones and ocean magnetic anomalies, the investigators suggest Mauritia separated from Madagascar, fragmented and dispersed as the Indian Ocean basin grew between 61 million and 83.5 million years ago. Since then, volcanic activity has buried Mauritia under lava, and may have done the same to other continental fragments.

"There are all these little slivers of continent that may peel off continents when the?hotspot of a mantle plume?passes under them," Hartz said. "Why that happens is still mind-boggling. Why, after something gets ripped apart, would it rip apart again?"

Finding past evidence of lost continents normally involves tediously crushing and sorting volcanic rocks, Hartz explained. The researchers essentially let nature do the work of pulverization for them by looking at sand.

"We suggest lots of scientists try this technique on their favorite volcanoes," Hartz said.

Rocket explodes in Israel, first attack from Gaza since truce

JERUSALEM (Reuters) - A rocket exploded in southern Israel on Tuesday in the first such attack by militants in the Hamas Islamist ruled Gaza Strip since a truce ended a week of cross-border fighting in November, Israeli police said.

The rocket caused some damage to a road near the city of Ashkelon but no injuries, police spokesman Micky Rosenfeld said.

"An explosion was heard in the Ashkelon region experts searched areas experts and found one rocket that struck, damaging a road but causing no injuries," Rosenfeld said.

There were no immediate claims of responsibility by any militants in Gaza, where Egyptian mediators helped achieve a truce after eight days of punishing Israeli air strikes amid rocket attacks from the coastal territory in late November.

The attack came after the death on Saturday of a Palestinian detainee in Israeli custody which triggered protests in the occupied West Bank.

In the latest violence there, Israeli troops shot and wounded five Palestinians during confrontations with protesters in the Bethlehem area on Monday and a 15-year-old boy was in critical condition.

The death in disputed circumstances of Arafat Jaradat, buried in a funeral in the Hebron area attended by thousands on Monday, and a hunger strike by four other Palestinian inmates, have stoked tensions ahead of a planned visit next month by U.S. President Barack Obama.

Huawei Ascend P2 hitting Europe in Q2 for 399 euros, we go hands-on (update: video)

Just ahead of Huawei's press event, Huawei's treated us to an early viewing of its new 8.4-millimeter smartphone, the Ascend P2. With Android 4.1, a quad-core 1.5GHz processor, 13-megapixel camera and a 720p 4.7-inch Gorilla Glass 2 Infinity Edge Display, it joins the likes of the Ascend Mate and D2 in forming the Chinese manufacturer's smartphone family in 2013. And boy, it's a slender, feather-light phone with a glossy backing that come sin both black and white. Design-wise, like those leaks, it looks an awful lot like those P1 phones we first saw at CES 2012.

Its notable feature is the highest-speed LTE connection seen so far in a smartphone, up to 150Mbps with support for LTE Cat4. We also got to play with Huawei's Emotion UI again, which can draw on the 1GB of RAM housed inside. There's plenty of storage, with 16GB ready to accept your photos and music. The right side houses a volume switch and a physical camera button -- these were a bit plasticky, but has a nice matte finish. The other side is where the power button belongs, with both the headphone and micro-USB charging port found there. Huawei's focusing on battery life here as well, with a 2,420mAH cell powering the Android phone and the promise of consuming 20-percent less power, thanks to the handset's display technology.

With the aforementioned Emotion UI, there's the same clipboard animation across homescreen transitions, matching those other Ascend models. Getting into screen performance, it reflected a fair bit of ambient light. It's perhaps not the best display we've seen from Huawei -- there seems to be a space between the surface of the glass and the display itself. The hardware feels light, but feels like we were often unable to keep hold of it. The buttons have the right amount of bite, although it would have been nice to see some premium materials used for these minor details. The design also reminds us a fair bit of Panasonic's Eluga smartphone. Perhaps due to the lack of exotic color options, the phone wasn't quite as appealing as when we first got our hands on its predecessors. We'll have a hands-on video up soon. If you're in Europe you can pick this up in Q2 for €399 ($526).

Waste-to-energy proposal worse than SE2: Ross

Metro Vancouver's plan to build a waste-to-energy (WTE) trash incinerator, potentially in the Lower Mainland, is "worse than SE2," according to Abbotsford Coun. Patricia Ross.

She said representatives from the Fraser Valley Regional District (FVRD) have had their voices ignored on Metro's WTE incinerator plan, which will have a critical environmental effect on the unique Fraser Valley air shed.

Her comments come in the wake of a fresh blast at the WTE proposal, launched by Chilliwack MLA John Les, who said the Greater Vancouver Regional District (GVRD) has forgotten that the project would still need to pass a stringent provincial environmental review process.

Ross feels the incinerator would be even more destructive to the air shed than the proposed Sumas Energy 2 (SE2), an American project that would have built a polluting power plant near the border. The plan was defeated after a large public outcry, which drew politicians and thousands of citizens into a six-year battle to stop the project.

"This is going to emit far worse toxins that SE2 ever would have."

Ross said Metro Vancouver has been dismissive of the uniqueness of the Fraser Valley's air shed since the WTE project was proposed, though they had previously backed its need for protection during the SE2 issue.

"It seems that ever since they decided to burn garbage they've done a bit of a one-eighty."

Last month, GVRD Waste Committee Chair Malcolm Brodie told the media that, ?Whether people like it or not, that decision has been made,? referring to the WTE facility.

Les said Brodie's "belligerent" and "arrogant" comments are inappropriate.

"Whatever process (GVRD members) choose ultimately has to go through a complete provincial environmental review process. He seems to have conveniently, for now at least, brushed that out of the way as if that doesn't matter," said Les.

B.C. environment minister Terry Lake confirmed in Chilliwack in March 2012 that Fraser Valley residents will have the opportunity for "full input" into the incinerator's environmental assessment process.

"We know that air quality is a critical issue for residents of the Fraser Valley, so we wanted to assure people that whatever proposal comes forward (at Metro Vancouver) that it will undergo the most rigorous environmental review possible in B.C.," he said.

The WTE project's third party expert review panel rejected Fraser Valley Regional District's request for a seat in December, instead establishing a political liaison committee with space for an FVRD representative.

Ross said Fraser Valley representatives have been blocked from sharing their studies on the environmental impact with the board of the GVRD, which has continued to dismiss their concerns.

"Our position is very much based on science, and we've frankly proven them wrong time after time with science. But they just don't seem to want to back down."

Ross said fighting against the WTE proposal has been difficult and time-consuming, saying Metro Vancouver has a multi-million dollar media and communications budget, while those opposed to the project have not been given a forum to voice their opposition. Opponents such as Ross have been approaching representatives from the GVRD individually, trying to change their minds.

"We need to explain to people that of all places to build an incinerator, this is not one of them; because of the unique air shed, because of the risk to health, because of the fact that we have some of the most productive farmland in world, we don't want to put that at risk."

Les believes that Fraser Valley residents will be watching the environmental review process "like a hawk," and thinks the incinerator not only threatens the Fraser Valley air shed, but also represents poor public policy for Greater Vancouver tax-payers.

"The half-billion dollar cost of this potential project really has the beginnings of boondoggle written all over it," said Les.

The site is a "cash cow" for Vancouver, he said, with the city receiving "many millions of dollars per year" for its operation, but Ross said this project will not make the money that Metro Vancouver believes it will.

Although Les has spoken out against the project, he will not run for re-election in May. Ross said it is important that people contact their MLAs and express their opposition to the project.

"Don't leave it to someone else to stop it. The only reason we were successful with SE2 was because thousands and thousands of people stepped up and they made their voices heard."

Prince to appear on Jimmy Fallon's show Friday

NEW YORK (AP) ? Prince is continuing to ramp up his public profile. This week, he'll make an appearance on "Late Night with Jimmy Fallon."

A rep for the late-night talk show confirmed the pop legend will appear on the show Friday and will perform two songs. It's not clear whether he'll perform new material or some of his classics.

The reclusive star has been back in the spotlight recently. He presented record of the year trophy at the Grammys, released the song "Screwdriver" on his new website and is due to perform several dates in Europe this summer.

Pope Benedict XVI bestowed his final Sunday blessing of his pontificate on a cheering crowd in St. Peter's Square, explaining that his waning years and energy made him better suited to the life of private prayer he soon will spend in a secluded monastery than as leader of the Roman Catholic Church.

On Thursday evening, the 85-year-old German-born theologian will become the first pope to have resigned from the papacy in 600 years.

Sunday's noon appearance from his studio window overlooking the vast square was his next-to-last appointment with the public of his nearly eight-year papacy. Tens of thousands of faithful and other admirers have already asked the Vatican for a seat in the square for his last general audience Wednesday.

Perhaps emotionally buoyed by the warm welcome, thunderous applause and the many banners reading "Grazie" (Thanks) held up in the crowd estimated by police to number 100,000, Benedict looked relaxed and sounded energized, in sharp contrast to his apparent frailty and weariness of recent months.

In a strong and clear voice, Benedict told the pilgrims, tourists and Romans in the square that God had called him to dedicate himself "even more to prayer and meditation," which he will do in a monastery being renovated for him on the grounds behind Vatican City's ancient walls.

"But this doesn't mean abandoning the church," he said, as many in the crowd looked sad at his approaching departure. "On the contrary, if God asks me, this is because I can continue to serve it (the church) with the same dedication and the same love which I have tried to do so until now, but in a way more suitable to my age and to my strength."

The phrase "tried to" was the pope's adlibbed addition to his prepared text.

Benedict smiled in pleasure at the crowd after an aide parted the white curtain at his window and he gazed at the people packing the square, craning their head for a look at him. Giving greetings in several languages, he gratefully acknowledged what he said was an outpouring of "gratitude, affection and closeness in prayer" since he stunned the church and its 1.2 billion members on Feb. 11 with his decision to renounce his papacy and retreat into a world of contemplation.

"Prayer is not isolating oneself from the world and its contradictions," Benedict told the crowd. He said he had heard God's call to prayer, "which gives breath to our spiritual life" in a special way "at this moment of my life."

Heavy rain had been forecast for Rome, and some drizzle dampened the square earlier in the morning. But when Benedict appeared, to the peal of church bells as the clock struck noon, blue sky crept through the clouds.

"We thank God for the sun he has given us," the pope said.

Even as the cheering continued and shouts of "Long live the pope" went up in Italian and Spanish, the pontiff simply turned away from his window and stepped back down into the apartment, which he will leave Thursday, taking a helicopter to the Vatican summer residence in the hills outside Rome while he waits for the monastery to be ready.

A child in the crowd held up a sign on a yellow placard, written in Italian, "You are not alone, I'm with you."

No date has yet been set for the start of the conclave of cardinals, who will vote in secret to elect Benedict's successor.

"Now there will be two popes," said the Rev. Vilmar Pavesi, a Portuguese priest who was among the throngs in the square. "There will be the pope of Rome, the elected pope, and there will be the bishop emeritus of Rome, who will live the life of a monk inside the Vatican walls."

One Italian in the crowd seemed to be doing a little campaigning, hoisting a sign which mentioned the names of two Italian cardinals considered by observers to be potential contenders in the selection of the next pontiff.

Flags in the crowd represented many nations, with a large number from Brazil.

The cardinals in the conclave will have to decide whether it's time to look outside of Europe for a pope. The papacy was considered the realm of Italian prelates for centuries, until a Pole, John Paul II, was elected as pontiff in 1978, to be followed in 2005 by the German-born Benedict.

Crucially, Italian prelates have continued to run the behind-the-scenes machinery of the church's governance, and cardinals will likely be deciding what role the Italians might have played in a series of scandals clouding the central bureaucracy, including allegations of corruption and power-grabbing.

Benedict has not made any direct comment on details of the scandals.

In one of his last papal tweets, Benedict wrote Sunday in English: "In these momentous days, I ask you to pray for me and for the church, trusting as always in divine providence."
